MINUTES HISTORIC PRESERVATION BOARD MEETING OF DECEMBER 14, 2000 5:00 P.M. CITY COMMISSION CHAMBERS, CITY HALL SANFORD, FLORIDA MEMBERS PRESENT: Stephen Myers Robert Kuhn Barbara Farrell Fred Rogers Claudia Weber Melanie Winternheimer Alexander Then Mary Valente Barbara Knowles MEMBERS ABSENT: Scott Singeisen- excused OTHERS PRESENT: Antonia Gerli, Staff Liaison Marion Anderson, Recording Secretary The Board unanimously elected Fred Rogers as Vice Chairman. He called the meeting to order at 5:05 P.M. On Page 2 of the October 12 Minutes, under Discussion of Historic Preservation Grant, Alicia Clarke stated that the Historic Society, not the Museum, has money to print the walking tour brochures. On Page 3 ofNovember 9 rh Minutes, regarding Rami Yosefian's properties, it was decided to include specific addresses, regarding his site on Park Avenue and on Magnolia. With these changes, Ms. Webber moved to approve. Seconded by Ms. Knowles. All in favor. Motion carried. Applications for Certificates of Appropriateness - Residential: 1205 Elm Street: Add two bedrooms to existing residence and recommend to the Board of Adjustment on variance for addition. Diedre Englehart, 1205 S. Elm Avenue was present. She stated that presently the home is two bedroom and that they would like to add two bedrooms because of their two children. The addition will not affect the neighboring properties and as many trees as possible will be saved. Ms. Farrell moved to approve as presented. Seconded by Ms. Webber. All in favor. Motion carried. Ms. Farrell recommended that Staff contact Ruth Stamm and Betty Cannivino as candidates to fill the vacancy on the Board. Other Board members are to call Ms. Gerli with recommendations. Ms. Gerli asked what would be considered compatible railings for 1118 S. Magnolia. There are huge beams that go through the pillars. Mary Valente and Stephen Meyers are to review the home. Mr. Myers will also check with Dan Florian because it is his impression that, by requiring the property owner to install railings, is contradictory to the preservation codes in preserving the integrity of the historic structure and the way it was built. Under Minor Review, Ms. Webber stated that she will be painting the front steps and the slabs on top of the brick on either side of the steps at 1104 Magnolia Avenue. Mr. Rogers reported that TEC Mortgage has put up another sign without a C of A. Ms. Gerli said that she has sent this to Code Enforcement. Mr. Rogers stated that the Texaco at 3rd Street and Park Avenue has installed a satellite dish on top of the store. The carpet place is putting out huge rolls of carpet again. The Church moved out next to the Ritz Theatre. The Board did not approve the fluorescent tube at the NAPA store. It is suppose to be a painted strip across the front. Ms. Webber stated that she is concerned with the condition of the alleys. She wondered if Code Enforcement could routinely check the alleys for debris. Ms. Farrell reported that water is flowing down her alley from the cleaners. Mr. Rogers asked Staff to check to see if the fence around the Paulucci lot will stay and what are the plans for this site. Mr. Then asked why the blue school house on Palmetto Avenue was saved. He finds that it is a shame that because of this Board's ruling that nothing is ever going to happen to that building. He stated that he is worried that the old service station building on Park and 13 Street was similarly denied for demolition because of historic significance. He disagrees with the rulings that this Board might make to continue to maintain eyesores. The Board requested that Staff follow -up on the balcony changes for Mr. Yosefian's buildings and the Pacesetter Sign. There being no further business, the meeting adjourned at 6:00 P.M.
