CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Melanie Winternheimer Claudia Webber Kenneth Lowe Stephen Myers Alexander Then Mary Valente Fred Rogers Barbara Farrell MEMBERS ABSENT: Barbara Knowles Scott Singeisen- excused Bob Kuhn OTHERS PRESENT: Antonia Gerli, Staff Liaison Marion Anderson, Recording Secretary Mr. Rogers called the meeting to order at 5:00 P.M. Ms. Webber moved to approve the Minutes of February 8, 2001 as circulated. Seconded by Ms. Farrell. All in favor. Motion carried. Certificates of Appropriateness - Residential: 400 Palmetto Avenue - replace front door (after the fact). Ms. Gerli stated that the applicant had called and requested that this item be tabled until the next meeting due to two sick children. Ms. Webber moved to table until the next meeting. Seconded by Ms. Farrell. All in favor. Motion carried. 101 W. 9 th Street - remove paneling from enclosed porch, restore to open porch. Due to lack of representation, Mr. Then moved to table until the end of the meeting. Seconded by Ms. Farrell. All in favor. Motion carried. 715 S. Myrtle Avenue - add front porch railing. Heather Moore, 715 S. Myrtle Avenue, was present. She stated that she is requesting to add a 36" front porch railing. Ms. Farrell moved to approve as presented. Seconded by Ms. Webber. All in favor. Motion carried. MINUTES HISTORIC PRESERVATION BOARD MEETING OF MARCH 8, 2001 PAGE 2 908 S. Magnolia Avenue - add front porch railing. Chris Stevens, 908 S. Magnolia, was present. He stated that he would like to install a 30" railing on the front porch of the house. When he exposed the front porch, he noticed that there had been a railing on the house. The railing will be placed between each column except where the steps are and each section will have the diamond design in the center. The paint colors have not been selected. Mr. Myers moved for approval. Seconded by Ms. Farrell. All in favor. Motion carried. 1300 S. Magnolia Avenue - construct fence at rear property line. Ms. Valente abstained. Andrew Valente was present. He stated that he would like to replace a 4' high chain link fence with a 6' shadow box wood fence along the rear of the property, down the alley. The fence is to extend from the southwest corner of property approximately 68 linear feet to the south side of Oak, adjacent to the existing wood fence and gate. Mr. Then moved to approve. Seconded by Mr. Myers. All in favor. Motion carried. 708 S. Oak Avenue - construct a gazebo in backyard. O.H. Eaton was present. He stated that the gazebo will be erected on -site. It will be the same color as the house and the shingles will match the house roof, but they are not of the same material. Ms. Farrell moved to approve. Seconded by Ms. Webber. All in favor. Motion carried. 209 E. 5 th Street - replace front door. Tom Winternheimer stated that they would like to replace the front door of the residence with a six panel wood door, with a cherry stain. The hardware will be a handle set in an antique brass finish. Ms. Farrell moved for approval as presented. Seconded by Mr. Lowe. All in favor. Motion carried. Mr. Rogers stated that the Board needs to take a look at mailing out Schedule S to the homeowners again. Also, it is very important to get Realtors in Seminole County to make people aware of the Schedule S Code when buying a home in the Historic District. Mr. Lowe made a motion to have Code Enforcement send a letter to 400 Palmetto Avenue to stop work on the house all- together until the owner appears before this Board. Seconded by Ms. Webber. All in favor. Motion carried. Mr. Then moved to remove 101 W. 9 th Street from the table. Seconded by Ms. Webber. All in favor. Motion carried. Patrick Schugg, 101 W. 9 th Street, was present. He stated that he has replaced the front door with a temporary front door. The permanent door is on order at Home Depot and it is exactly the same style as the temporary. The front porch railing will be wood. Mr. Then stated that he did not like the style of the door, it is very contemporary looking. The rotten clapboard siding will be replaced with the same material. B -board will be replaced with B- board paneling. The applicant will submit anew application for Certificate of Appropriateness for the front door. Seconded by Ms. Farrell. All in favor. Motion carried. Ms. Webber requested that Staff check on 601 Oak Avenue as to closing the curb cut on Oak and opening one up on the 6 th Street side, painting, and boat storage. Ms. Farrell reported that there is a very good chance that Main Street will get the old Post Office Building. Along with Main Street it will be a Police Sub - station. Walt Padgett would like some suggestions regarding signage. Ms. Gerli stated that Alicia Clarke at the Museum has asked if this Board would like to team up during Preservation Week, the middle of May, touring the cemeteries. Ms. Farrell reported that Main Street has a $2000 CRA grant for facades and improvements. They will be targeting certain buildings that they will try and hand off grant funds to some of the owners to get some work done. The grants are available on a first come first serve basis. There being no further business, the meeting adjourned at 6:15 p.m.
