Ms. Winternheimer moved to approve the Minutes as circulated. Seconded by Ms. Kelly. All in favor. Motion carried. Application for Certificate of Appropriateness - Commercial: 118 W. 2nd Street - install a fixed awning. Alan Hanley with Sunstate Awning represented the request. There will be no signage on the awning, it is strictly for decorative use and for shade. The frame is steel and will not be painted. Scallops were proposed simply for decorative use. Mr. Hanley stated that he did not know whether the owner would have a problem with changing the valance style. Right now it is set up as scalloped, but he didn't know if the owner would have a problem switching it to a square, Greek Key look. Mr. Lowe moved for approval for the change of the valance. Seconded by Mr. Myers. The motion and the second were withdrawn. Mr. Lowe moved to approve with the awning to conform to a rectangle awning with the valance being Greek Key. Seconded by Mr. Myers. All in favor. Motion carried. Certificate of Appropriateness - Residential: 213 Laurel Avenue - install vinyl windows; install staircases - (cont'd from 6/14/01). Due to lack of representation, Ms. Winternheimer moved to table until the next meeting. Seconded by Mr. Myers. All in favor. Motion carried. Ms. Gerli stated that Mr. Dorcy did call and he is not ready to come back. The windows are taking longer to make than expected. Ms. Winternheimer moved to table. Seconded by Mr. Myers. All in favor. Motion carried. 705 Palmetto Avenue - raise roof to add second story. David Gilley, 705 Palmetto Avenue, stated that the residence is a one -story wood frame, lap siding structure with a large attic space with 6' of headroom at the peak of the gables. It is his intention to raise the roof on each of the gables 3'm order to make additional living space. The second -story will incorporate the same style of lap siding and wood, single hung windows. The color or the siding and the shingles will remain the same. Ms. Valente moved to approve on a conceptual basis to add 3' to the roof. Seconded by Ms. Farrell. Mr. Myers stated that the property appears to be a style similar or that of a one -story country victorian with a number of gables, similar to the property that is on the corner of 7 th and Oak. Based on the line drawings, it seems to transform the general style into something more like a two -story farmhouse. He stated that if the Board changes, to a great degree, the styles or sizes of the properties in such a way that they cannot revert back to the original size or style, will change the unique fabric of the neighborhood. Ms. Kelly and Mr. Myers in opposition. All others in favor. Motion carried. 808 Magnolia Avenue - install wood fence; replace front door; install garage doors and roof. Jim Ermish, 808 Magnolia Avenue, stated that the front door has been installed, a portion of the fence has been installed, and the garage siding has been replaced. The wood fence replaced an existing chain link fence. Mr. Myers moved to approve the fence with the fence to meet or funnel the garage to allow vehicles to enter and exit by the alley. Seconded by Ms. Kelly. All in favor. Motion carried. Ms. Winternheimer moved to deny the metal door. Seconded by Mr. Kuhn. All in favor. Motion carried. Mr. Myers moved to require the applicant to install a door that complies with Schedule S Guidelines within a 3 month time period starting tomorrow. Seconded by Mr. Lowe. All in favor. Motion carried. Mr. Kuhn moved to approve the garage door and siding as presented without conditions. Seconded by Mr. Lowe. All in favor. Motion carried. 811 Magnolia Avenue - install 8x10 aluminum shed. Doris Duxbury, 811 Magnolia Avenue, was present. Ms. Farrell moved to approve as presented. Seconded by Mr. Kuhn. All in favor. Motion carried. 420 Oak Avenue - add new brackets to porch. Walt Padgett, 420 Oak Avenue, was present. Mr. Then abstained. Ms. Farrell moved to approve as presented. Seconded by Mr. Kuhn. All in favor. Motion carried. MINUTES HISTORIC PRESERVATION BOARD MEETING OF JULY 12, 2001 PAGE 3 517 Myrtle Avenue - install 10x10 shed; construct detached carport and studio room. Denny Gibbs, 517 Myrtle Avenue, was present. She is requesting to construct a detached carport and enclose studio space and also to install a 10x10 shed. She stated that she needs the Board's recommendation for the Board of Adjustment for a setback variance. She will not need a variance for the shed but she will need one for the carport. Ms. Farrell moved to approve the setback, the shed, and the carport on the condition of seeing further drawings. Seconded by Ms. Kelly. Ms. Winternheimer, Mr. Kuhn and Mr. Then in opposition. All others in favor. Motion carried. 1118 Palmetto Avenue - install storage shed; install wood fence 6' in rear, 3' in front. Jennifer Gaw, 1118 S. Palmetto, was present. She stated that the 8x10 shed has been installed. Ms. Farrell moved to approve as erected. Seconded by Ms. Kelly. The motion and second were withdrawn. Ms. Kelly made a motion to approve the applicant's request for stockade fencing in the back section of her residence and that she meets the requirement of under 52" for the picket fence for the front section of her residence to comply with the S Codes. Seconded by Mr. Lowe. All in favor. Motion carried. Ms. Farrell moved to approve the shed as presented and erected. Seconded by Ms. Valente. All in favor. Motion carried. Ms. Gaw stated that the backdoor that she is requesting will be wood with glass panels and will match the existing front and side doors. Ms. Farrell moved for approval as presented. Seconded by Mr. Myers. All in favor. Motion carried. 1006 Palmetto Avenue - install fence. Ms. Gerli stated that Mr. Burke had called and said he could not come and asked that the Board consider the fence without his presence. Chris Conley, 1008 Palmetto, was present. He presented a picture of the fence in question. Mr. Conley stated that what Mr. Burke is proposing to do is where their fence line stops, he will come up the property line approximately 16' and cut into where his garage is. It will be like a little cove. Mr. Burke will have double gates so that he can back his boat in. Ms. Kelly stated that she did not have a problem with the concept, but the fact that there isn't anything showing where the fence will be on the property, she has a problem with because this is something that is required from everyone. Mr. Myers moved to table until the applicant can submit the necessary drawings. Seconded by Ms. Winternheimer. Mr. Kuhn and Mr. Lowe in opposition to the motion. All others in favor. Motion carried. 1008 Palmetto Avenue - install fence: Chris Conley, 1008 Palmetto Avenue, was present. Mr. Myers moved to approve the fence leaving the responsibility up to the property owner to go through proper channels regarding easements or anything else that is required. Seconded by Mr. Kuhn. All in favor. Motion carried. MINUTES HISTORIC PRESERVATION BOARD MEETING OF JULY 12, 2001 PAGE 4 Mr. Then stated that he is still looking for the minor review approval that granted the curb cut at 13 Street and Palmetto, 1210 Palmetto Avenue. Mr. Myers stated that the materials such as the T -111 siding, someone could end up replacing all of it in a short amount of time due to maintenance. This is not an approved product in the neighborhood. This is regarding the Minor Review for 414 Palmetto Avenue for replacement of T -111 wood siding that is water damaged. This is something we need to review when we do the S Codes. Materials like this that is not up to standard should not be allowed to be replaced. Repainted maybe, but once it is rotted and gone, it should be gone. He thinks, at this location, is that through maintenance it will end up being all replaced. Mr. Myers stated that if we can address the T -111 differently in the immediate future, let's do this, however, if we can't then we need to revise the S Codes to limit replacement of the siding. Ms. Gerli stated that Mr. Singeisen had called and asked to postpone the workshops until some direction from the City Commission could be obtained. There being no further business, the meeting adjourned at 8:30 P.M.
