Adjournment. MINUTES HISTORIC PRESERVATION BOARD MEETING OF OCTOBER 11, 2001 5:00 P.M. CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FL. MEMBERS PRESENT: Melanie Winternheimer Alex Then Barbara Farrell Steve Myers Marveen Kelly Leslie Stevens Maria Shreve Robert Kuhn MEMBERS ABSENT: Scott Singeisen- excused Fred Rogers- excused Mary Valente- excused OTHERS PRESENT: Antonia Gerli, Staff Liaison Application for Certificate of Appropriateness - Residential: 619 Magnolia Avenue: Construct two -story garage. Bruce Pherson of 619 Magnolia Avenue was present. He stated that he would like to construct a new two -story garage with storage space of the second floor which will eventually be turned into a carriage house. The garage will be stick built with wooden clapboards to match the house clapboards, wooden windows and wooden trim to match the house. The garage doors will be wooden and the roof will probably be metal that will be duplicated on the main house when the house has to be re- roofed. The paint and the trim will match the main house. Mr. Pherson stated that the structure will be 22' long, 25' wide, 29' high, and the foot print will be 550 square feet. He presented some sketches that show the existing shed that is on the property that may be incorporated as an annex to the new garage by raising the roof. Ms. Farrell moved to approve as presented based on Schedule S building material (stick built wooden clapboards to match house clapboards, 5" exposure), foundation to be concrete, wooden windows trim to match house, garage doors to be wood, roof probably metal). Seconded by Mr. Myers. Motion failed. Ms. Winternheimer moved to approve in concept and return to the Board with construction drawings. Seconded by Ms. Kelly. All in favor. Motion carried. Application for Certificate of Appropriateness - Commercial: 120 N. Park Avenue: paint roof blue. Pat Satherie, 260 Olympic Drive, Deltona, represented the request. This is a metal barrel tile roof that will be painted National Blue. The request was unanimously denied by the Board because the color is bad and there were concerns about the color lessening the detail of the roof. The applicant was advised to return for minor review approval with an appropriate color and also to submit a Certificate of Appropriateness for the building paint. MINUTES HISTORIC PRESERVATION BOARD MEETING OF OCTOBER 11, 2001 PAGF, 7. Application for a Certificate of Appropriateness - Residential: 101 W. 9 "' Street: replace front door and install fencing. Patrick Schugg was present. He stated that the last time he was before the Board he had stated that he would get a wood door with the top half glass. He now is requesting a full glass door. Mr. Myers moved to table the door until the next meeting. Seconded by Ms. Kelly. All in favor. Motion carried. Mr. Myers moved to extend the time limit for 60 days to allow the applicant enough time to have the door approved at the next meeting and have an additional 30 days to install it, assuming that it is approved. Seconded by Ms. Farrell. All in favor. Motion carried. Mr. Schugg stated that the 6' fence will extend from the back of the house towards the sidewalk, F from the sidewalk, and across the back of the property and connected. He is requesting 2' of lattice because it will look better because his house looks very tall. There is a lot of space between floors and it would look much more proportionate with 2' of lattice. Mr. Kuhn moved to deny as presented. Seconded by Mr. Myers. The motion to deny carried with a 5 to 3 vote. Application for Certificate of Appropriateness - 410 Oak Avenue: paint condominium non - historic color. Bob Panaro, 410 Oak Avenue, submitted paint colors. He stated that this condominium is 8 units that share 4 colors. Mr. Kuhn moved to deny the non - historic paint because he would like to see the building repainted a selected color from the historic color samples. Seconded by Ms. Stevens. Motion carried 7 to 1. A motion was made and seconded to allow the applicant 90 days to repaint the house. Application for Certificate of Appropriateness - 1008 Palmetto Avenue: replace front porch, steps and front walkway, install storage shed. Chris Conley was present. He stated that the joists and everything under the porch are rotten and has to be re- built. The roof section and columns will be original. One column will be removed because it is oddly placed, one of the columns that are a foot from each other. A motion was made, seconded and carried to table the replacement of the floor on the front porch and replace concrete steps with wood steps. Mr. Conley stated that the walkway is 4' now and will remain 4' from the front of the porch to the sidewalk which is roughly 20'. A motion was made, seconded, and carried to approve the replacement of the front walkway with brick pavers. Mr. Conley stated that the wood storage shed will not be directly centered behind the house, it will be off to one side. Mr. Kuhn moved to approve the shed as submitted. Seconded by Ms. Farrell. All in favor. Motion carried. Application for Certificate of Appropriateness - 209 E. 4 "' Street: move front steps, add railing on porch and above porch, add gingerbread. Linda McAmis stated that she wants to put a railing on the front porch which has already been approved and put the steps back where they were originally. Ms. Kelly disclosed that she had spoken with the applicant regarding the request and told the applicant that she might need pictures and possibly drawings. MINUTES HISTORIC PRESERVATION BOARD MEETING OF OCTOBER 11, 2001 PAGF, 3 Ms. Shreve moved to approve to change the steps back to the center front of porch and install a small wood railing along steps and porch, 8' wide, with the side steps to be removed. Seconded by Ms. Farrell. All in favor. Motion carried. Ms. Shreve moved to approve the outside widow's railing as shown in Exhibit B. Seconded by Mr. Kuhn. All in favor. Motion carried. After discussion regarding the installation of gingerbread to the structure, Ms. Shreve moved to deny because of concerns that the embellishments are not authentic, needs evidence that the gingerbread existed, and what would the gingerbread look like. Mr. Kuhn seconded. All in favor. Motion carried. Application for Certificate of Appropriateness - 908 S. Magnolia Avenue: Leslie Stevens recused herself and represented the request. She stated that they would like to put a diamond window in the stair landing. Above the diamond window will be a bathroom and they would like to put in a small double hung one over one window. Ms. Farrell moved to approve as presented. Seconded by Ms. Shreve. All in favor. Motion carried. It was unanimously decided to table the decision regarding the 6 -month time limit on the Certificate of Appropriateness and procedure changes. New Board Members Maria Shreve and Leslie Stevens were welcomed. There being no further business, the meeting adjourned at 7:30 P.M.
