Ms. Gibbs seconded. Motion carried 10 -0. Clarification was made in reference to a question from the February meeting regarding add on items. General consensus from the board was that no late items should be accepted past the 10 day cut off date stipulated in the S code. Residential District Item 4a — 1119 Magnolia Ave., Bob Turner, owner presented the board with his application for approval. A gentleman (no name given) representing the installation company, "The Window Pros" was present to speak to any questions the board might have with regard to manufacturing, materials, installation, etc. Mr. Turner mentioned that it was in the contract with the window company that all approvals be obtained in order for the contract for the windows to be acceptable. The contractor assumed when he gained approval from the Building Division for his permit that any and all approvals had been obtained. Mr. Then moved to deny the application. Ms. Gibbs seconded. Motion carried 9 -1 (Powers against). Historic Preservation Board March 13, 2003 Page 2 Item 4b — 306 W 6 th St., Marilyn Maples, owner, presented the board with an application for a 3 panel vinyl fence (already installed). Ms. Maples explained to the board that she had withdrawn her application last month since she didn't know she could appeal to the City Commission if denied. Mr. Then moved to deny based on the fact that enough information was provided and the materials requested were not approved for the district. Mr. Myers seconded. Motion carried 9 -1 (Powers against). Item 4c — 411 Magnolia Ave., Chris McLeod owner, presented the board with an application to add a wood deck on the back of the house. Ms. Shreve motioned to approve with amended balusters and spindles. Mr. Myers seconded. Motion carried 10 -0. Item 4d — 1008 Myrtle Ave., Joe King owner, Mr. John Giuliani, Landmark Construction, is requesting approval for the relocation of the carport and the installation of a wood fence. Mr. Giuliani was questioned regarding placement of the carport, as well as fence height and materials. Mr. Then motioned to approve. Mr. Myers seconded. Motion carried 8 -0. (Ms. Shreve and Ms. Farrell recused.) Item 4e — 615 Palmetto Ave., John Giuliani, owner and contractor, requested approval from the board to install a 6' wood fence. Mr. Myers motioned to approve. Ms. Gibbs seconded. Motion carried 8 -0. (Ms. Farrell and Ms. Shreve recused.) Item 4f — 815 Elm Ave., Elizabeth Akers, owner, is requesting approval to repair the roof and floor of her front porch and to re- screen the front porch. She will also need to repair the roof of her back porch. Mrs. Akers is also seeking approval to replace her existing metal shed with a new 10 x 12 or 10 x 14 metal shed. Mr. Myers moved to approve as amended: a 10 x 10 shed, wood screen door, wood frame for screening and roof materials to match existing. Ms. Gibbs seconded. Motion carried 10 -0. Item 4g — 1300 Magnolia Ave., owners asked to be moved to April Agenda. Item 4h — 1200 Oak Ave., Rey Sylvester of 412 Grandview Ave., and owner of 1200 Oak Ave., is requesting approval fro the board for a 4' wood picket style fence and an 8' arbor with matching pickets and gate. Mr. Goodman motioned to approve. Ms. Stevens seconded. Motion carried 9 -0. Item 4i — 715 Myrtle Ave., Richard L. Small, owner. Barbara Farrell as agent for Mr. Small presented the board with an application to install a 6' privacy fence around the perimeter of the property to enclose the back yard, and to remove to lower half of a window, bring the wood frame up, install wood siding in the area and paint to match the house. Mr. Then indicated that he thought the window had already been removed and the siding had been filled in. Mr. Myers explained that although many houses in the district Historic Preservation Board March 13, 2003 Page 3 were built during a period when tubs were installed in bathrooms rather than showers, there are creative ways to abide by the guidelines of the district and still keep the structures intact while providing a means to utilize rooms in a more modern fashion. He gave details on a method to accomplish this construction. Ms. Farrell stated that while acting as agent, she could not approve or accept any recommendations by the board for changes. Mr. Goodman made a motion to approve the installation of a 6' wood fence and deny the removal or reduction of the window. Mr. Sylvester seconded. Motion carried 8 -1 (Powers against). Item 4j — 203 E 10 St., Scott and Jennifer Singeisen, owners. Mr. Singeisen presented the board with an application to apply lattice to the top portion of the existing fence, to replace rotten wood siding, paint to match existing, and to install a 12 x 15 wood deck at the rear of the house. Mr. Goodman moved to approve as submitted. Ms. Shreve seconded. Motion carried 9 -0. Minor Reviews. Six Month Reviews. Board Members Items for Discussion — Mr. Sylvester agreed to be member of the education committee. It was determined that a workshop session was needed to review the revised Schedule S before sending the revision to the City Commission. Tentative date was made for the 26 of March with Ms. Gerli to contact board members with a date certain. Ms. Powers questioned the procedure of 6 month reviews. The board decided to appoint a board member to look at each of the properties under the six month review category for compliance, completion, etc. Mr. Sylvester agreed to review all listed properties. There being no further business, meeting was adjourned at 8:05 p.m.
