MINUTES HISTORIC PRESERVATION BOARD WORKSHOP November 13, 2003 5:00 PM CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Stephanie Powers Steve Myers Denny Gibbs Leslie Stevens Rey Sylvester Maria Shreve MEMBERS ABSENT: Barbara Farrell Tom Goodman Alec Then STAFF PRESENT: Antonia Gerli JoAnn Johnson Board met to discuss fees and fines for Certificates of Appropriateness. The Board determined that a $10.00 application fee would be charged for everything other than a minor review. Any application submitted after work has commenced would incur a $50.00 application fee and a $100.00 application fee for the second offense by the same property owner. The fee for variance hearings would be $75.00. It was determined that further research was needed regarding true divided light windows and a workshop would be scheduled for sometime in 2004. Ms. Shreve motioned to approve the minutes for the workshop and the meeting. Ms. Stevens seconded the motion. Motion carried 8 -0. Item 4 - Approval of Letter of Support for Main Street's Historic Preservation Grant. Ms. Gibbs made the motion to approve. Ms. Shreve seconded. Motion carried 8 -0. Item 5 — Applications for Certificates of Appropriateness — Commercial District Item 5a — 208 Sanford Ave., Karl Stairs, owner and applicant applied to construct a new garage at the rear of the property. Ms. Gibbs made the motion to approve as submitted. Ms. Stevens seconded. Motion carried 8 -0. Item 6 — Applications for Certificate of Appropriateness — Residential District Item 6a — 819 Elm Ave., Russell Lord owner and applicant, submitted an application for the installation of a porch railing. Ms. Stevens motioned to approve with the condition that the spacing on the balusters be given to Ms. Gerli. Ms. Shreve seconded. Motion carried 8 -0. Historic Preservation Board November 13, 2003 Page 2 Item 6b — 911 Oak Ave., Delilah Terranova, owner and applicant is petitioning the board for approval to replace the porch columns, install a porch railing and fret work. Ms. Myers moved to table the application until December to allow the applicant more time for research. Ms. Stevens seconded. Motion carried 8 -0. Item 6c - 1008 S. Myrtle Ave., Jim Vaughn, owner and applicant is requesting approval from the board to construct a detached garage. Ms. Gibbs motioned to approve as amended, garage doors changed to 9' wide and the final setback from the rear property line to be given to Ms. Gerli. Ms. Stevens seconded. Motion carried 8 -0. Item 6d — 911 Park Ave., Bruce Anderson, representative for the owner, Yapa Investments, Inc. Mr. Andersen on behest of the owners, petitioned the board for approval to demolish the house. Mr. Myers made the motion to recommended denial based on a number of points: first point demolition by willful neglect, second point in our criteria for considering demolition, criteria number 2 states that the historical, architectural or environmental significance of the structure to the overall ensemble of structures within the district and the importance of the structure to the integrity of the district, states by staff that the house represents one of the typical frame vernacular styles that are prevalent in the district. The structure sits amid 3 other two -story historic houses of the same period. Together the four houses could create an impressive ensemble if all were in good shape. This relates directly to the fabric of our district, streetscapes and overall aesthetics. The aesthetic interest that the structure adds to the district; item #3 on the list, or in the case of an historic landmark, to the City. The structure is located in a prominent and visible position on Park Avenue and provides interest to the district. Item #7 on the list states reasonable measures that can be taken to save the structure from further deterioration, collapse, arson, vandalism or neglect. Staff recommends the roof should be fixed and all openings should be secured. It's already been established this evening that the corporation didn't maintain the property and the property did not have to reach this point. Item #10 states the economic hardship imposed on the owner if the application for certificate of appropriation for demolition is denied states that the applicant would have to repair the house or sell it. At no point in this does it say that there is an economic hardship established. It indicates two possibilities for which the corporation could relieve itself of this responsibility; however I sure wish they could be held accountable for the damage they have caused to this property. Ms. Gibbs seconded. Motion carried 7 -1 (Powers). Item 7 — Minor Reviews Ms. Gibbs, concerns over pressure washing, can the public be informed about proper methods.
