MINUTES HISTORIC PRESERVATION BOARD MEETING JUNE 10, 2004 5:00 PM CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA Members Present Denny Gibbs Alex Then Stephanie Powers Steve Myers Maria Shreve Leslie Stevens Barbara Farrell Staff Present Andrew VanGaale — Deputy City Manager Antonia Gerli — Senior Planner Jo -Ann Johnson - Secretary Mr. VanGaale addressed the board regarding the Code Enforcement Department's goals and objectives. He spoke regarding case statistics and asked for any comments from the Historic Preservation Board. Item 1 — Call to Order - the meeting was called to order at 5:28 p.m. Item 2 — Roll Call Item 3 — Approval of Minutes — Mr. Then made a motion to approve the minutes. Ms. Gibbs seconded. Motion carried 7 -0. Item 4 — Applications for Certificates of Appropriateness — Commercial District Item 4A — 214 S. Palmetto Ave., John Giuliani, owner, is requesting approval for demolition of existing buildings and approval in concept of 8 townhouses with offices. Ms. Gibbs made the motion to approve in concept, to allow the demolition period be shortened to 60 days, to allow the demolition permit to be issued prior to the building permit being issued, to permit the lower level to have office and retail use with a sunset clause in 5 years before for new leases are allowed for office use on ground floor. Ms. Shreve seconded the motion. Motion carried 6 -0 (Farrell recused). Item 4B — 211 E. 1st St., Robin Marks is requesting approval for removal of vitrolite siding to restore original brick facade. If no brick exists, stucco will be used. Ms. Farrell made the motion to approve as presented. Ms Shreve seconded. Motion carried 7 -0. Item 5 — Applications for Certificates of Appropriateness — Residential District Item 5A — 301 W. 7 St., Allen Nettles, Building Official for Seminole County School Board is requesting approval to demolish an accessory building and replace it with a shed. Historic Preservation Board June 10, 2004 Page 2 Mr. Nettles stated he had discussed the demolition with the Women's Club of Sanford members and the school board would need to approve an expenditure of up to $100,000 to replace the existing structure with a smaller structure to allow the building to be used by school children. Ms. Gibbs made the motion to continue until the July meeting to get better idea of applicants intent, to get a correct certificate of appropriateness application that agrees with the intent, and to allow time to provide elevations of the proposed structure, a site plan as well as a commitment from the Seminole County School Board that if demolition is granted, the building will be replaced. Mr. Then seconded. Motion carried 7 -0. Item 5B — 1105 Oak Ave., - Ms. Kim House, owner, represented by Linda Kuhn, is requesting approval to install leaded stained glass in the front door. Ms. Shreve made the motion to approve. Ms. Stevens seconded. Motion carried 7 -0. Item 5C — 610 Palmetto Ave., Terrie Collins, owner, is requesting approval to open the front porch and restore to original facade. Remove the plywood and metal window from the rear porch. Frame portion of porch to match existing wooden siding. Replace metal screen door on porch with wood door and re -trim door. Item 5C1 — open front porch, Mr. Then made the motion to approve opening up the front porch. Ms. Gibbs seconded. Motion carried 7 -0. Item 5C2 — Remove plywood and metal window from the rear porch. A portion will be sided and balance will be screened. Mr. Then made the motion to approve as submitted. Ms. Shreve seconded. Motion carried 7 -0. Item 5C3 — Mr. Then made the motion to approve as submitted. Ms. Gibbs seconded. Motion carried 7 -0. Item 5D — 823 Park Ave., Steve Chusmir, postponed until July meeting. Item 5E — 400 Palmetto Ave., Carla Russell, applicant is requesting approval to replace the front door with a single wood door with 9 lites (top portion) and sidelights (same size opening). To remove 12" pillar covers from porches and restore to original 6" x 6 ". Replace bathroom window with same size window. Item 5E1 — Ms. Gibbs made the motion to approve door with sidelights on file as submitted. Ms. Farrell seconded. Motion carried 7 -0. Item 5E2 - Mr. Then made the motion approve 6" x 6" columns. Ms. Shreve seconded. Motion carried 7 -0. Item 5E3 — Mr. Then made the motion to approve. Ms. Shreve seconded. Motion carried 6 -0 (Stevens recused). Item 5F - 619 Palmetto Ave., Pamela Hendricks, 127 Eastern Fork, Longwood, owner, is requesting approval to demolish exterior stairs, rear porch and balcony; construct rear addition; replace aluminum windows with wood windows; and to remove the chimney. Ms. Farrell seconded. Motion carried 7 -0. Item 5F3 — Ms. Shreve moved to approve as presented, no openings adjusted other than ones indicated on submittal. Ms. Stevens seconded. Motion carried 7 -0. Item 5F4 — Ms. Gibbs made the motion to approve. Mr. Then seconded. Motion carried 7 -0. Item 6 — Minor Reviews Item 7 — Six Month Reviews 118 S. Park Ave., railing has not been painted. Item 8 — Board Members Items Mr. Then — house at 1106 Magnolia Ave., windows on house are not what board approved. Ms. Powers — Imperial saloon, any progress? Ms. Stevens stated they are waiting for permits to be issued for window replacement.
