Mr. Then seconded the motion. Motion carried 5 -0. Item 4 — Applications for Certificates of Appropriateness — Commercial District Item 4A - 307 W 3rd St., Jim Dunn 4080 Chickasaw Dr., canopy over existing 20 x 40 concrete slab. Mr. Then made the motion to approve. Ms. Shreve seconded. Motion carried 5 -0. Item 4B - NE corner Palmetto and 2 nd St., Dennis Doyle of Doyle Investment & Development Inc., 2377 Rivertree Circle, Sanford, Florida, is requesting conceptual approval for a 6 story retail /condominium building. Ms. Gibbs made the motion to approve in concept with a height restriction of 4 stories, the 4th story recessed and not flush with the first 3 stories. Ms. Shreve seconded. Motion carried 4 -1 (Powers). Item 5 — Applications for Certificates of Appropriateness — Residential District Item 5A — 301 W 7 St., continued until September meeting. Item 5B — 823 Park Ave., Steve Chusmir, owner is requesting to replace window with a smaller window. Ms. Gibbs made the motion to deny due to non - compliance with standards, no hardship for variance, impact on original historic facade. Ms. Shreve seconded. Motion carried 4 -0 (Then recused). Item 5C — 407 Magnolia Ave., Michele Povilaitis, owner is requesting approval to add 3 wooden casement windows to the north side of home. Ms. Shreve made the motion to approve as presented. Ms. Gibbs seconded. Motion carried 4 -0 (Then recused). Historic Preservation Board August 12, 2004 Page 2 Item 5D - 703 Oak Ave., Leonard Temple, owner is requesting a variance to install 6' high fence in the setback. Ms. Shreve move to approve as presented. Ms. Gibbs seconded. Motion carried 5 -0. Item 5E - 1005 Palmetto Ave., Pam Hendricks, owner, is requesting final approval of a single family house. Item tabled until September meeting to provide board with materials list and details. Item 5F - 619 Palmetto Ave., Pam Hendricks, owner, is requesting approval to use hardiboard on previously approved house addition. Ms. Shreve made the motion to approve as presented. Ms. Gibbs seconded. Motion carried 5 -0. Item 5G — 311 Park Ave., Michelle Gawne, business owner, is requesting approval to add a 2nd story outside door and fire escape. Mr. Then made the motion to approve with the condition that the window be saved on site in good condition and that the door and fire escape be removed and the window restored in its original position when the existing business leaves the site and/or when the fire escape is no longer required by law. Ms. Shreve seconded. Motion carried 5 -0. Item 5H — 1210 Palmetto Ave., - Item removed from agenda — property in compliance. Item 5I — 911 Park Ave., Joanne Berens, owner, is requesting approval for items enumerated as follows Item 5I1 — Eliminate two wooden windows on rear facade. Ms. Shreve made the motion to approve the elimination of the bottom window, the top window to be replaced with 2 over 2 wood window, size to be approved by Ms. Gerli. Ms. Gibbs seconded. Motion carried 5 -0. Item 5I2 — Replace two 2nd floor aluminum windows on front facade with wooden windows to match original windows. Small window will be replaced with original size window. Ms. Powers made the motion to approve. Ms. Gibbs seconded. Motion carried 5 -0. Item 5I3 — Replace 2nd story balcony door with wooden door with glass lites. Ms. Gibbs made the motion to approve the replacement of the 2nd floor door to match 1S floor; wood door with a single half lite. Mr. Then seconded. Motion carried 5 -0. Item 5I4 — Replace 1S floor window with door. Mr. Then made the motion to approve rear door (window door swap) with doors numbered 1501, 1503 or 1515 on submitted document. Ms. Shreve seconded. Motion carried 5 -0. Item 5I5 — Reconstruct front porch and balcony to mimic 915 Park Avenue including removal of concrete porch and replacement with wood porch. Ms. Gibbs made the motion for removal of concrete down to porch floor and addition of 6 x 6 chamfered columns. Details will be needed for any other changes including dimensional drawings for stairs, railings, spindles, and any other details. Mr. Then seconded. Motion carried 5 -0. Historic Preservation Board August 12, 2004 Page 3 Item 5I6 — Replace 3 wooden windows in north "bump -out" with half -size windows to accommodate kitchen counters. Mr. Then made the motion to approve removal of full height window on alley side to be replaced with half size window and matching half size windows on the north wall. East side full size window facing Park Avenue to remain, dimensional drawings be submitted to Ms. Gerli for final approval. Ms. Gibbs seconded. Motion carried 5 -0. Item 5I7 — Replace metal carport supports with 4 x 4 posts wrapped in 1X. Ms. Gibbs made the motion to approve. Mr. Then seconded. Motion carried 5 -0. Item 6 — Minor Reviews Mr. Then - 1018 Magnolia Ave., porch enclosure was addition rather than rotten wood replacement; needs code enforcement action for work without permit. Certificate of Appropriateness misrepresented. Item 7 — Six Month Reviews Mr. Myers — 422 Palmetto Avenue, is this still a code enforcement issue — door and window covered? Ms. Shreve — Thinks the address is 608 Palmetto Ave., - front door not what was approved.
