MINUTES HISTORIC PRESERVATION BOARD MEETING JULY 27, 2006 5:30 PM CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA Members Present Hank Dieckhaus Kurt Ewen Denny Gibbs Nancy Lord Alex Then Members Absent Staff Present Christine Dalton — Community Planner JoAnn Johnson — Secretary Item 1 Call to Order — the meeting was called to order at 5:44 p.m. Item 2 Roll Call. Item 3 Approval of Minutes for June 8, 2006 meeting. Ms. Gibbs mentioned that since she was not in attendance, the motion for item 5E was probably made by Ms. Lord; the address should be corrected to 618 Elm Avenue and that the motion was carried by a vote of 3 -0. Item 4B should reflect Mr. Dieckhaus. Mr. Ewen also noted that the motions were carried by a 2 -1 vote on items 5A and 5B. Mr. Ewen made the motion to approve with corrections. Ms. Lord made the second. Motion carried 4 -0. Item 4 Applications for Certificates of Appropriateness — Commercial Item 4A 115 W. I st Street, Stephen Tibstra is seeking approval for the facade and parapet design. Mr. Ewen made the motion to approve. Ms. Gibbs seconded the motion. Motion carried 4 -0. Mr. Dieckhaus entered the meeting 6:00 Item 411 119 W. 1 st Street, Stephen Tibstra is seeking approval for the proposed exterior. The applicant will re -work the design for the Oak Avenue side since the artistic rendering does not provide enough detail. Historic Preservation Board July 27, 2006 Page 2 Item 411 Ms. Gibbs made the motion to approve the final front facade. Mr. Ewen seconded the motion. Motion carried 5 -0. Item 4C 278 Palmetto Avenue, John Giuliani is requesting conceptual approval of the exterior design as well as for materials. Mr. Ewen made the motion to approve, noting the front and rear door and lights can be approved by staff. Ms. Gibbs seconded the motion. Motion carried 5 -0. Item 41) Magnolia Avenue and 3 rd Street, Architect, Robert Harris presented the board with drawings for conceptual approval of an 18 unit commercial and residential project. Mr. Ewen made the motion to deny based on concerns regarding setbacks along Magnolia Avenue, the mass and scale along Magnolia, the lack of visual breaks in horizontal lines; the overall height is not a problem, as long as it is consistent as well as stepped back. Ms. Lord seconded the motion. Motion carried 5 -0. Item 5 Certificates of Appropriateness - Residential Item 5A 213 E. 4th Street, Phillip Mageloff is requesting approval of the repairs made to the structure. 5A1. Door replacement Ms. Gibbs made the motion to deny the door as style is inappropriate. Mr. Ewen seconded the motion Motion carried 5 -0. 5A2. Ms. Lord made the motion that the turned posts be removed, and replaced with 4 x 4 or 6 x 6 square posts; check Building Code for compliance with code for space between spindles and code height for railings. If railing is not required, but still desired, it can be lowered; the railing should be of 2 x 4s for the top and bottom rail and the spindles should be sandwiched between them. Ms. Gibbs seconded the motion. Motion carried 5 -0. Item 5B 507 Oak Avenue, Darren Keithly is requesting approval for front door replacement. Ms. Gibbs made the motion to approve as submitted. Mr. Ewen seconded the motion Motion carried 5 -0. Historic Preservation Board July 27, 2006 Page 3 Item 5C 310 Magnolia Avenue, J. Kirt Huggins is requesting approval for door replacement. Ms. Gibbs made the motion to deny the doors. She advised the applicant to work with staff to come up with a suitable replacement door. Mr. Ewen seconded the motion. Motion carried 5 -0. Item 5D 500 Oak Avenue, owner Jack Biemiller withdrew application for composite material and will only need staff approval for tile replacement. Item 5E 600 Oak Avenue, owner James D. Kirchoff is requesting approval to re -roof the house with a blue metal roof. Ms. Gibbs made the motion to approve a 5v crimp metal roof, standard galvanized color. Ms. Lord seconded the motion. Motion carried 5 -0. Item 5F 111 W. 12 Street, Kathy Dachowski and Kim House are seeking approval for alterations to the existing porch. Mr. Ewen made the motion to approve. Mr. Dieckhaus seconded the motion. Motion carried 5 -0. Item 5G 1021 Elm Avenue, owner Keith Hanson, is requesting approval, to open the existing porch on the main structure, to add a shed style roof over the back door, for general repairs and for alterations that have been made to the garage. 5G1. the addition of the shed style roof over the back door has been removed from the application. 5G2 Opening enclosed porch: Ms. Gibbs made the motion to approve with the conditions that tongue and groove bead board be used on the ceiling; if original columns are found they must remain, if they are not discovered in the de- construction process, proposed changes should come back to board. Mr. Ewen seconded the motion. Motion carried 5 -0. 5G3 Garage alterations: Mr. Ewen made the motion to approve as presented and replaced. Mr. Dieckhaus seconded the motion. Motion carried 5 -0. Application copy does not specify. 919 Oak Avenue; how much rotten wood and where? Mr. Then — Apps need better completion, the Mark's application states their names as the address location and the address should be 1 st and Palmetto Avenue. Item 7 Six Month Reviews - Commercial Six Month Reviews — Residential Item 8 Chairman and Board's items for discussion Christine — Information — there is a lot of work going on at 621 Oak Avenue, they are working together with the Building Division. She has gotten a commitment from Mr. Huggins about the removal of the inappropriate garage door. She will be attending the National Trust meeting in October. She is putting together some workshops regarding preservation and will let the board know when the meetings are to be held. Hank — is there a way to enforce termite tenting in the downtown area?
