Public Meetings PM -1 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 1116 S. Magnolia Avenue The applicant would like to obtain approval to replace entry doors on the detached building. Magnolia Square Item: The applicant sought approval for installation of a shade structure in the square. Status: The board approved the applicant's request. Status: The applicant received an extension of the CofA and plans to perform the work within the next 6 months. (FS 286.0105) Page 2 of 2 Minutes Historic Preservation Board November 19, 2009 — 5:30 Pm City Commission Chambers City Hall, Sanford, Florida Members Present Delton Chen (Chairman) Hank Dieckhaus (Vice - Chairman) Mike Yebba Steve Chusmir Robert Kinney Others Present Christine Dalton, Community Planner/Historic Preservation Officer Mary Muse, Administrative Coordinator Mr. Chen called the meeting to order at 5:33 PM Minutes Mr. Dieckhaus noted a necessary correction in that he did not vote on the 6 month review item for 1111 S. Palmetto Avenue. Mr. Chusmir moved to approve the October 28, 2009 regular meeting minutes. Mr. Yebba seconded. Mr. Dieckhaus moved to amend the motion to approve the minutes as corrected. Mr. Chusmir seconded. All in favor. Both motions carried 4 to 0. Mr. Kinney not present at this time. Mr. Chen read the following into the public record: "Applicants are advised that any person aggrieved by a determination of the Board may appeal such determination to the City Commission by filing a written appeal and paying associated fees through the City Clerk's Office within thirty (30) calendar days of the Board action. Additionally, a permit may be required for any Certificate of Appropriateness approved this evening. It is the applicant's responsibility to inquire with the Building Department as to whether or not a permit is required for the approved Certificate of Appropriateness." Tax Parcel Number: 25- 19- 30 -5AG- 1303 -003A Property Owner: John & Kelia Wells Representative: John Wells Mr. Kinney moved to approve the request to replace entry door on the detached building with the condition the elevation be re- stucco to match the existing exterior and to install the 15 -lite wood door. Mr. Chusmir seconded. All in favor. Motion carried 5 to 0. Ms. Dalton informed the board there are two doors being requested to change to a 15 -lite wood door. During a discussion regarding including the actual application in the agenda packet, Mr. Dieckhaus moved to discuss this matter after the applicant reviews. Mr. Yebba seconded. All in favor. Motion carried 5 to 0. Minutes — November 19, 2009 Historic Preservation Board Page 2 In regards to the applicant's request to replace one set of French doors and one single door, Mr. Chusmir moved to approve the request to keep the existing single door on the east side of the building as long as it is installed with a 15 -lite wood door and it fits in the original opening and the owner matches the door trim of the French doors on the north side of the structure. Mr. Yebba seconded. All in favor. Motion carried 5 to 0. PM -2 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 909 S. Magnolia Avenue. Stewart Representative: Bob Stewart Ms. Dalton informed the board this item was removed from the agenda as the applicant changed his mind. PM -3 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 718 S. Oak Avenue. The applicant would like to obtain approval to repair /replace T1- 11 siding on the west side of the garage, as well as approval for an entry door on the principal facade. Mr. Dieckhaus moved to approve the request to repair /replace the T1 -11 siding on the west side of the garage. Mr. Yebba seconded. Motion carried 4 to 1. (Mr. Kinney dissenting) Mr. Dieckhaus moved to approve the entry door on the principal facade with the condition that the modern leaded glass be replaced with clear glass. Mr. Chusmir seconded. Motion carried 5 to 0. Minor Reviews Mr. Chusmir moved to approve the Minor Review applications. Mr. Dieckhaus seconded. All in favor. Motion carried 5 to 0. 6 Month Reviews (May 2009 Meeting) Magnolia Square Item: The applicant sought approval for installation of a shade structure in the square. Staff Reports Ms. Dalton distributed informational brochures regarding Ethics and Florida Sunshine Law, informed the board that a Code Enforcement update will be sent via email to the board members, and provided copies of a letter sent to Commissioner Bridges regarding necessary maintenance /repair to the PIECO Building. Ms. Dalton asked the board if they want to keep the scheduled meetings for 2010 as they are now with moving the November and December meetings one week earlier. The board concurred. Chairman and Board Items for Discussion Mr. Dieckhaus moved to remove from table the discussion regarding receiving copies of the applications. After discussion, Mr. Chen directed staff to continue posting on the Internet as currently doing, but include a copy of the C of A's and Minor Reviews in the board members agenda packet. Adjournment There being no further business, the meeting adjourned at 6:42 PM.
