Public Meetings PM -1 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 919 S. Oak Avenue The applicant would like to obtain approval to retain metal railings installed on the west and south elevations. Tax Parcel Number: 25 -19 -30 -5AG- 1104 -0100 Property Owner: Thomas & Mary Kunkel Representative: Mary Kunkel PM -2 Hold a Public Meeting to consider revisions to a previously approved Certificate of Appropriateness application (September 24, 2008) for the property located at 307 W. 3 Street Tax Parcel Number: 25 -19 -30 -5AG- 0506 -0010 Property Owner: James L. Dunn Representative: James L. Dunn Minor Reviews Review of Certificate of Appropriateness approvals issued administratively between January 21, 2010 through February 18, 2010. 6 Month Reviews (August 2009 Meeting) Listed below is the status of projects reviewed by the board during the August 2009 meeting. The board must decide if the work is in compliance with the approved CofAs or if code enforcement action is necessary. 305 E. 4th Street Item: The applicant sought approval for exterior doors installed without a CofA. Status: The board denied the applicant's request. The applicant obtained a permit which expires on December 19, 2009. Staff will provide an update on the status of this item during the January 2010 meeting. 217 S. Park Avenue Item: The applicant sought approval to retain metal bars that were installed in the front windows. Status: The applicant did not attend the meeting. The applicant had a Development Order which allowed for time to make site improvements and seek approval from HPB. The Development Order has expired, and the property is pending code enforcement action. 417 W. 2nd Street Item: The applicant sought approval to retain a ramp that has been installed on the principal and east elevation. Status: The board approved the applicant's request, with the condition that the ramp be removed if the property Page 1 of 2 was sold. A Development Order has been recorded in the public records of Seminole County, which provides information regarding the condition required by HPB. 207 W. 10th Street. Item: The applicant sought approval to add an addition to the rear of the building. Status: The board approved the applicant's request with conditions. At this time, the applicant has not yet applied for a building permit, and has not proceeded with the project. Minutes Mr. Chusmir moved to approve the January 27, 2010 regular meeting minutes with the corrections of Mr. Kinney's name and notation of Mr. Chen's late arrival. Mr. Dieckhaus seconded. All in favor. Motion carried 4 -0. Mr. Chen read the following into the public record: "Applicants are advised that any person aggrieved by a determination of the Board may appeal such determination to the City Commission by filing a written appeal and paying associated fees through the City Clerk's Office within thirty (30) calendar days of the Board action. Additionally, a permit may be required for any Certificate of Appropriateness approved this evening. It is the applicant's responsibility to inquire with the Building Department as to whether or not a permit is required for the approved Certificate of Appropriateness." Dunn Mr. Chusmir made a motion to table the applicant's request to retain the decorative elements that were applied to the building without approval until the next meeting. Mr. Dieckhaus seconded. All in favor. Motion carried 4 -0. Mr. Chusmir made a motion to approve the applicant's request to retain metal doors. Mr. Dieckhaus seconded. All in favor. Motion carried 4 -0. Minor Reviews Mr. Chusmir moved to approve the Minor Review applications. Mr. Dieckhaus seconded. All in favor. Motion carried 4 -0. 6 Month Reviews (July 2009 Meeting) Mr. Dieckhaus moved to approve the 6 month review applications. Mr. Chusmir seconded. All in favor. Motion carried 4 -0. Citizen Participation None. Staff Reports Darrel Presley, Community Improvement Director, presented the board with February's status of violations within the historic districts and action being taken. Further discussion included questions from the board regarding code enforcement procedures and potential new ordinances. Chairman and Board Items for Discussion Mr. Kinney asked for status of PICO building exterior restoration. Ms. Dalton gave a brief overview of the buildings current Certificate of Appropriateness and will forward information to Sanford Historic Trust.
