12.09.99MINUTES HISTORIC PRESERVATION BOARD MEETING OF DECEMBER 9, 1999 5:00 P.M. CITY COMMISSION CHAMBERS, CITY HALL SANFORD, FLORIDA MEMBERS PRESENT: Scott Singeisen Julia Goeb Eline Ransom Bob Kuhn Walt Padgett Barbara Farrell OTHERS PRESENT: Andrew Van Gaale, Staff Liaison Regarding the Minutes of November 1999, Mr. Singeisen requested that on Page 2, first paragraph, where it states that Ms. Goeb moved to approve with revisions presented at the meeting, to add in following discussion with realization that the structure was non - contributing; and in the second to the last paragraph where Ms. Weber moved to table, to add with concerns including type of fence, material and relationship to First Street. Ms. Ransom stated that she didn't think that it was her that moved to approve the Minutes. With these changes Ms. Goeb moved to approve. All in favor. Motion carried. Applications for Certificate of Appropriateness - Commercial: 200 W. First Street (Sun Trust Bank) Install fence. Ms. Goeb moved to remove from the table. Seconded by Mr. Padgett. All in favor. Motion carried. Nina Gilbert, Property Manager for Sun Trust Bank, represented this request. She stated that a sample of the fence has been installed so the Board could see what it will look like. The Bank will have to go with a different supplier because of problems. The height will be 60" and the rail top will be standard. Mr. Singeisen stated that the considering the parking lot behind the fence, the height implies density and infill. At this time, this application was put on hold so that the Board members could consider the other applications with people present, so that they could view the sample of the fence. Residential Certificates of Appropriateness: 517 S. Myrtle Avenue - Replace rear window and door with french door and construct new carport. Ms. Goeb moved to remove from table. Seconded by Mr. Kuhn. Motion carried. Mr. Van Gaale noted that Item 2 -to construct new carport-has been dropped from the application. Denny Gibbs, 517 S. Myrtle Avenue, represented this request. She stated that they wanted to install a 6' atrium vinyl clad wood single light french door with movable side lights on either side and the window on the left. Ms. Ransom moved to approve the replacement of the window and door. Seconded by Ms. Goeb. Motion carried. MINUTES HISTORIC PRESERVATION BOARD MEETING OF DECEMBER 9, 1999 PAGE 2 918 Elm Avenue - Remodel structure for new use, install curb cut along l O' Street and construct custom fence Colleen Spring, 910 Elm Avenue, was present. She stated that they would like to put in a brick driveway leading to the existing concrete slab. They would like to turn the house into a two car garage and fix the exterior so that it matches their current house. They are proposing white vinyl on the outside, to keep the four corner windows, and remove the front door and the one middle window in the front of the house. The roof will be reshingled and matched with 910 Elm Avenue. They are planning on putting two separate wood garage doors on the back of the house that faces the alley. She stated that they are also interested in installing a 7' fence which is scalloped at the top around 910 as well as 918 Elm Avenue. After the Springs finished showing and explaining pictures, Mr. Singeisen stated that he loves everything about it except all the fenestration along the Elm Street side that used to say house. Ms. Goeb stated that with what they are planning to do, matching their house, it will fit in nicely with the current property. Mr. Padgett moved to approve as presented. Seconded by Ms. Farrell. All in favor. Motion carried. 1002 S. Magnolia Avenue - Remove and replace insect damaged sill plate and framework on north porch, remove and replace insect damaged framework, siding and roof of west utility room, and remove existing front (north end) extension covered with rolled roof material - insect and water damaged. Albert Lehmkuhl stated that he proposes to replace the 8'x9' utility room located at the rear of the house because it is water and insect damaged. It has a flat roof and jalousie windows. He proposes to put in a gable roof and install wooden, double hung windows and a solid wooden door with raised panels. The siding will be wooden clap board. A motion was made and seconded. All in favor. Motion carried. 1013 Myrtle Avenue - Install curb cut. Mr. Reed, friend of applicant, represented this request. He stated that the owner has nice cars and has been having trouble with vandalism and would like to park out front. Mr. Padgett suggested that the applicant present a site plan that shows the entire site so that the Board can see if there are any other options. He can't see what is behind the house, where the alley is or how many feet from the back of the house there are to the alley. Mr. Reed stated about 16'. Ms. Goeb moved to table until more information is submitted from the owner and perhaps a plot plan that shows exactly where the house is located on the property. Seconded by Mr. Padgett. All in favor. Motion carried. 804 Magnolia Avenue - Install 8'x6' aluminum shed and install one piece of stockade fence. Because no one was present to represent this request, a motion to table was made due to lack of a site plan. Seconded by Mr. Kuhn. All in favor. Motion carried. Mr. Van Gaale passed around some photos and a part of the Sanborn Maps that shows the site as a non - conforming addition. Mr. Van Gaale explained that it is obviously an addition, however, the owner will come back with plans as to putting in the door and window. The owner will eventually open up the front porch. Ms. Goeb moved to approve. The motion was seconded. All in favor. Motion carried. There being no further business, the meeting was adjourned.
