MINUTES HISTORIC PRESERVATION BOARD MEETING OF AUGUST 13,1998 4:30 P.M. CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Eline Ransom Barbara Farrell Julia Goeb Laura Sollien Don Moore Scott Singeisen MEMBERS ABSENT: Sica Nacu- excused Jerry Gross - excused Walt Padgett Kimberly Kmett Laura Sollien called the meeting to order at 4:30 P.M. She nominated Scott Singeisen for Chairman. Seconded by Mr. Moore. All in favor. Motion carried. Ms. Goeb nominated Eline Ransom for Vice Chairman. Seconded by Ms. Farrell. All in favor. Motion carried. Mr. Moore moved to approve the Minutes as circulated. Seconded by Ms. Goeb. All in favor. Motion carried. The first item on the Agenda was the consideration of a Certificate of Appropriateness for 1104 Magnolia Avenue to install a driveway and curb cut. Claudia Webber, 1104 Magnolia Avenue was present. She stated that she and her cousin had discussed some of the things she wanted to do around her house and the next day she submitted her application for the curb cut. When she went home from work, her cousin had a surprise for her with the driveway already done. She apologized for putting the cart before the horse. Ms. Webber stated that she is aware that curb cuts are not allowed as part of the Codes but she requested consideration of being allowed to do this. She stated that she has a 6' privacy fence in the rear with two gates. A double gate on the vacant lot size and a single gate which opens out into the alley on the north side. She stated that she does not want to come home at night and pull into the alley and open a gate that locks from the inside. The alley is poorly kept, its uneven, and has dirt piles. The fence is a source of security for herself and her dog. Ms. Webber stated that, personally, she likes having her car out front where she can see it and not having it in the alley where all kinds of transients and other undesirable people have access to it. She stated that she spends most of her time in the front of the house and she likes the idea of having her car close to her front door for easy access. MINUTES HISTORIC PRESERVATION BOARD MEETING OF AUGUST 13, 1998 PAGE 2 Ms. Sollien explained a couple of reasons that curb cuts are discouraged. They are to discourage garages being built and people parking in the front of their houses. The street is to be pedestrian friendly. Ms. Ransom moved to approve the curb cut. Seconded by Ms. Farrell and Mr. Moore. Ms. Sollien asked what keeps people from parking on the sidewalk and what keeps them from pulling their cars in the front yard. Ms. Webber stated that it is a City Ordinance that one cannot park on the sidewalk. Mr. Moore stated that he feels as a Board, we're spending too much time telling people how to use their property and limiting the use of their property. This request seems perfectly logical. Ms. Sollien noted that there are more curb cuts on the cross streets. Traditionally, the up and down streets, Park, Oak, Myrtle, etc. curb cuts were not there originally. Curb cuts were made for the side streets because they don't have alley access. Ms. Ransom amended her motion that this approval of allowing the curb cut is granting an exception. Ms. Goeb seconded the amendment. Ms. Sollien in opposition. All others in favor. Motion carried. The next item on the Agenda was the acknowledgment of Minor Review: a) 414 Palmetto Avenue - replace window; b) 320 S. Oak Avenue - rebuild front porch and columns; c) 107 S. Magnolia Avenue - awning letters; d) 203 E. l O' Street - replace front door. Ms. Goeb moved on approval. Seconded by Mr. Moore. All in favor. Motion carried. Next on the Agenda was the Notice of Appeal - 217 S. Park Avenue (Payphones). Mr. Van Gaale stated that the City did appeal this decision, VIA City Commission, however it was discovered in that process that the owner did not sign the application, therefore making it null and void. The permit is no longer approved. Lead Disclosure Required for Pre -1978 Housing was circulated as information only. Mr. Van Gaale explained that the City's Parks Department is trying to get a $10,000 grant for trees to be planted in the rights -of -way in different areas including the Historic District. He stated that he had endorsed a letter of support for the Historic Preservation Board. Ms. Sollien made a motion in favor of the City paying for the entire accommodations, meals, and conference fees for the Chairman and all conference fees for anyone else who wishes to pay for accommodations, meals and travel for the National Historic Trust Preservation Conference. Seconded by Ms. Farrell. All in favor. Motion carried. Mr. Moore asked that each member go by the Texaco Station at night to take a look. He stated that the place looks unfinished with the three smaller signs unlighted. The great big sign is lighted. It looks like the lights are out. He asked that everyone take a look at it and discuss it at the next meeting. Mr. Van Gaale reported that the owners will take down the fence soon. There being no further business, the meeting adjourned at 5:30 P.M.
