MINUTES HISTORIC PRESERVATION BOARD MEETING OF DECEMBER 10, 1998 5:00 P.M. Seconded by Mr. Rogers. All in favor. Motion carried. Applications for Certificate of Appropriateness - Residential: 615 Myrtle Avenue - Replace porch railings, paint, replace window screens: There was no one present to represent this request. Ms. Goeb moved to approve the exterior repainting and the wooden frames for the window screens and table the second and first floor porch railing replacements until more information is obtained from the applicant. Seconded by Ms. Kmett. All in favor. Motion carried. 1107 Oak Avenue - Replace porch screen with tinted lexan. Judy Gilbreth, Kissimmee, stated that the house in question is her mother's. The only change will be the tinted lexan. She stated that they would like to replace the screen as a safety factor. Rick Morgan stated that lexan is basically plexi- glass. It is more durable, more modern. The bars will not have to be put back up. Other lights will be installed to help with security. They would like to put the lexan in place of the screen. MINUTES HISTORIC PRESERVATION BOARD MEETING OF DECEMBER 10, 1998 PAGF, 7. Mr. Rogers moved to deny because he is not familiar with this product and that it could be an eyesore. Mr. Singeisen stated that Schedule S states that we can no longer enclose front porches. The visible difference, whether it appears to be like screen or not, isn't the issue so much as to it is actually a solid surface. Technically, the front porch will be enclosed. Mr. Morgan stated that other houses in the neighborhood has enclosed porches and asked if it varied on each house. Mr. Singeisen stated that the Board is trying to get the homes back to the point where an open porch meant an open porch. He stated that something like lexan might be used in a rear addition, but not on the street side where there is a visible porch as an entrance to the home. Ms. Goeb seconded. Mr. Van Gaale noted that he could not find in Schedule S where it states that glass or fixed windows could not be used. Mr. Singeisen stated that in Figure S -4, Occupancy Standards, No. 1, Porches shall not be enclosed by opaque materials, screened in porches shall be approved by the HPB. Mr. Van Gaale stated that opaque material is something that one cannot see through, glass is not opaque. His interpretation would be that the applicant could enclose the porch with glass, just not an opaque glass. Mr. Rogers amended his motion to table so the applicant can review Schedule S and come up with a different game plan and come back before the Board. Seconded by Ms. Goeb. Mr. Van Gaale recommended that the applicant calculate the area if they wanted to propose glass. He feels that there is an opportunity. Mr. Rogers withdrew his first motion and his amendment. Ms. Goeb withdrew her seconds. Mr. Rogers moved to deny this application based on Schedule S Guidelines of the Historic District with the recommendation that the applicant come back with a different game plan. Seconded by Ms. Kmett. All in favor. Motion carried. 614 Magnolia Avenue -Place 8'x 12' storage shed in rear yard. There was no one present to represent this request. Mr. Van Gaale stated that the applicant did present a site plan and that the applicant had stated the shed would fit in either corner and would match all setbacks. Ms. Goeb moved on approval. Seconded by Mr. Padgett. All in favor. Motion carried. 1120 Palmetto Avenue -Replace jalousie windows with colonial style windows. Lynette Woodward submitted pictures of the property. She stated the original structure was built in 1921 and it has mostly 6 over 1 double hung wooden windows. She also has a florida room that was added around 1970 that has the jalousie windows. She would like to replace these with the colonial style 6 over 1 aluminum windows painted white. Ms. Kmett moved on approval because this addition is not part of the original contributing structure and that the new windows will match the other windows in the house. Seconded by Ms. Goeb. All in favor. Motion carried. Rules of Procedure: Mr. Van Gaale stated that Mr. Moore had a copy and passed it around. He suggested the Board review at its leisure and discuss at a future meeting. MINUTES HISTORIC PRESERVATION BOARD MEETING OF DECEMBER 10, 1998 PAGE 3 Other Business: Mr. Padgett stated that Mr. Rogers and his memo was just for information. He moved that this Board write a letter to Code Enforcement stating that this property is in violation of Schedule S because the owner has allowed this property to fall into an extreme state of disrepair. The fascia around the front and south side and guttering is all rotted out. All window framing is rotted or totally in need of painting. Most windows throughout the property will need screening. The structure has deterioration of exterior walls, and the paint is peeling and curled. The parking lot is a big mud pit, with no lights. Most of the time the doors are standing open. The owner has allowed the property to fall into an extreme state of disrepair and said property is producing a detrimental effect upon the character of the District as a whole and specifically the life and character throughout the historic structure. Ms. Kmett asked if they had called Code Enforcement. Mr. Rogers explained that the Historic Preservation Board needed to be more active as a team. The motion was seconded by Ms. Goeb. All in favor. Motion carried. Under Other Business, it was decided that Mr. Padgett, Mr. Rogers, Mr. Singeisen and Mr. Van Gaale would attend a Code Enforcement Board meeting. Mr. Van Gaale is to see about getting on the January 12 Agenda. Mr. Padgett stated that sooner or later the Board will have to deal with the window issue. There are materials made today that from the street, you can't tell what they are made of Discussion regarding goals for the coming year included Schedule S reassessment, code enforcement education, and to inform and help educate neighbors. Ms. Nacu stated that she would see how something could be put in the middle of the intersection of 13 Street and Park Avenue to slow traffic coming from 13 A fountain or some type of art at this intersection would establish a beautiful gate coming into the Historic District. Mr. Van Gaale stated that he would like to get a resurvey of the downtown and the residential district. There being no further business, the meeting adjourned at 6:20 P.M.
