MINUTES HISTORIC PRESERVATION BOARD CITY COMMISSION CONFERENCE ROOM CITY HALL AUGUST 14,1997 4:30 P.M. Call to Order and Roll Call: The meeting was called to order by Ms. Sollien at 4:30 P.M. MEMBERS PRESENT: Laura Sollien Barbara Farrell Scott Singeisen Julia Goeb Jerry Mills Kimberly Kmett Michael Skat Sica Nacu MEMBERS ABSENT: Helen Stairs - excused Don Moore - excused Jerry Gross OTHERS PRESENT: Andrew VanGaale, Associate Planner Jennifer Singeisen, Sanford Main Street Fred Rogers, President, Sanford Trust Jim Coombs, Applicant APPROVAL OF MINUTES: Mr. Mills commented on Section VII under the issue of the temporary sign where it states it does not exceed 4'. This should be 4 square feet. Mr. Skat moved on approval. Seconded by Ms. Kmett. All in favor. Motion carried. Applications for Certificate of Appropriateness: Residential: 213 East 4th Street -Install 6' Privacy Fence: Jim Coombs was present for representation. He stated that his neighbor had installed the 6' privacy fence and what he had done was to install a gate, a 6' privacy gate. Ms. Kmett moved for approval. Seconded by Mr. Mills. All in favor. Motion carried. 508 Myrtle Avenue -Replace Siding on Bay Window: No representative. Mr. VanGaale explained that the bays are on the side. The applicant would like to use T 1 -11. Mr. Skat moved to approve the work proceeding with conforming materials, lap siding or recessed paneling and wood windows. Seconded by Mr. Mills. All in favor. Motion carried. Jennifer Singeisen of Sanford Main Street presented samples of proposed signage for Delilah's Antiques at the corner of Palmetto and 1st Street. This was for information only and to let the Board know what was being considered. MINUTES HISTORIC PRESERVATION BOARD MEETING OF AUGUST 14, 1997 PAGF, 7. 908 Myrtle Avenue - Storage Shed: Mr. VanGaale stated that the applicant received a letter from Code Enforcement regarding junk on his front porch so he had to move it to the back. The applicant is looking for a place to store his stuff. Mr. Mills moved to table. Seconded by Mr. Skat. All in favor. Motion carried. Mr. Mills requested that Mr. VanGaale have a conversation with the applicant to let him know that the Board tabled this because no one was present, it was late coming in, and that the Board does not want to deny based on the fact that he can have "something" out there. The Board would like for the applicant to use alternate materials. Acknowledgement of Minor Review Committee Actions: a) 308 -310 E. 4th St - Repaint exterior; b) 309 Magnolia Ave - Repaint exterior and remove screens; c) 107 E. 7th St - Temporary trailer storage; d) 1020 Elm Ave - Reroof porch, replace fascia and porch flooring, repaint: Mr. VanGaale noted that 308 -310 E 4th Street is a contributing structure but that it is not within the boundaries of the District. Mr. Mills suggested that this application be pulled from the Minor Review Committee Actions. Ms. Goeb moved to approve. Seconded by Ms. Kmett. All in favor. Motion carried. Sanford Main Street Presentation: Jennifer Singeisen stated that the Design Committee is working on a sign that identifies Magnolia Square but also serves in a capacity for community service, more of a directional sign. The Main Street Design Committee has been discussing the possibility of establishing a unified streetscape standard. Something of a catalog of what type of trash cans, what type of park benches, and anything that could potentially be a streetscape item. Ms. Goeb volunteered to be on this Committee. Jennifer Singeisen noted that Sanford will be the host city for the Florida Trust Insiders Tour. The Trust and Main Street requested financial assistance from the Board in terms of sponsoring part of the tour, may be sponsoring a dinner. Mike Skat moved to approve $500 to help sponsor a dinner or an event. Mr. Mills seconded. All in favor. Motion carried. Discussion Regarding Certified Local Government Orientation: Mr. VanGaale noted that on August 14th at 4:30, there will be a presentation by Michael Zimny on our Certified Local Government Program. It will be a short course in preservation, Secretary of the Interior standards, and also the benefits of the program. Barbara Farrell presented an update on the walking /driving brochure for the residential historic district. She informed the Board that the brochure the Sanford Trust is trying to put out would cost $14,000 total, and wish to sell the brochures for $1 each, possibly $2. Ms. Farrell requested further financial assistance from the Board in the amount of $1,000. After much discussion, no action was taken. The Board requested that the discussion on red boarding be placed on next month's agenda.
