City Manager Comments 5:55 — 6:00 PM CITY COMMISSION MINUTES SEPTEMBER 189 2017 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 18, 2017, at 4:00 PM, in the Railroad Depot Room, Second Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Patty Mahany (present at 4:21 PM) Commissioner Art Woodruff Commissioner Velma Williams Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. (present at 5:41 PM) City Attorney William L. Colbert (present at 5:41 PM) City Clerk Cynthia Porter Mayor Triplett called the Work Session to order at 4:10 PM. 1. Annual board Interviews [Commission Memo 17-271] The City Commission interviewed Donna Bundy, Marge LaCombe, Daniel Lewis, Shane Lillibridge, Donna Loader, William McGrew, LaDonna Ovitz, Joshua Snyder, Breri Sprysenski, Jim Stowell, and Brandy Williams. Current Board members present to be interviewed: Kim House, William Miller, and Stephen Smith. [A recess was called at 5:30 PM. The meeting reconvened at 5:41 PM] 1.5 City Manager Bonaparte asked Fire Chief Craig Radzak to provide an update regarding Hurricane Irma. 2. CDBG program — Second Amendment and Extension of Interlocal Agreement [Commission Memo 17- 262.0] (RM -7.0) This is an action item on tonight's agenda. 4. Briefing Items A. Charter Review Membership City Clerk Cynthia Porter provided the Commission with the membership list for the 2017/2018 Charter Review Committee, and reviewed the meeting schedule proposed by Assistant City Attorney Lonnie Groot. The first meeting will be held on October 5, 2017, at 6 PM in the Railroad Depot Room, 2nd floor, Sanford City Hall. 5. City Manager Comments A. City Manager Bonaparte asked Public Works Director Bilal Iftikhar to give an update regarding the 17 -92 project. Mr. Iftikhar said that he is awaiting approval of the MOU by FDOT. The Commission agreed that any money left over from the project should come back to the City. B. The Kid's House request for funding was discussed. The Commission agreed that $20,000 could be found in the budget and that money from Celebrate Sanford could be used for the funding. C. Mr. Bonaparte asked Planner Chris Smith to report regarding mobile food vendors. Mr. Smith said that Staff continues to review resolutions for mobile food vendors CITY COMMISSION MINUTES SEPTEMBER 189 2017 WORK SESSION and is considering temporarily making San Juan a one way street to facilitate mobile food vendors. The Commission wants to further review Staff recommendations. D. Commissioner Woodruff asked about art in the Welcome Center and Mr. Bonaparte advised that all art goes through the Public Art Commission for review and consideration. Deputy City Manager Tom George said that the Welcome Center lease includes the use of the courtyard via a permit. The PAC decides what art is placed. Commissioner Austin asked that the Commission be apprised when art is placed. Commissioner Mahany said that she will address that at the next PAC meeting.
