WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, November 13, 2017, at 5:00 PM, in the Railroad Depot Room, 2nd
Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Vice Mayor Mahany called the meeting to order at 5:06 PM
1. Discussion re: Disposition of 121 Palmetto Avenue, former Dry Cleaner Site.
[Commission Memo 17 -309]
Deputy City Manager Tom George said that staff is seeking direction
concerning the options available to the City under the disposition order that has been
obtained from the Circuit Court. The Commission discussed several options as presented
in the agenda memo. There was a consensus among the Commission to invite the CRA to
the December 11`h Work Session to provide more detail on their interest in obtaining and
rehabilitating the building.
2. Discussion re: Page Jackson Cemetery
Mr. George said that this is follow up to a resident's request from the
October 23`d meeting in which a resident asked for the City's help in cleaning up Page

Jackson cemetery. The cemetery is not located within the City limits. Mr. George met
with Seminole County who advised him that they are not interested in maintaining the
cemetery and that they have given their portion to the Goldsboro Community Historical
Association.
3. Regular Meeting Items — additional information
A. First reading of Ordinance No. 4428, San Lanta Gateway Feature
[Commission Memo 17 -305] (RM 7.F)
This is an action item on tonight's agenda.
B. Purchase of additional Automatic Water Meters. [Commission Memo 17-
299.F] (RM 6.F)
This is an action item on tonight's agenda.
4. Briefing Items
A. City Manager's Annual Performance Evaluation
City Clerk Cynthia Porter asked that the Commission return Mr.
Bonaparte's evaluation to her by November 30, 2017, so she can provide them to the
Human Resources Director for tabulation and submittal at the December 11th Work
Session.
B. City Clerk's Contract (RM 6.M)
There was a consensus among the Commission to continue discussion of
this item at the next Work Session.

C. Ordinance No. 4427, Wireless Communications Facilities in the Right -of-
Way [Commission Memo 17 -304] (RM 7.E)
Director of Planning & Development Services Russ Gibson distributed
and reviewed a handout pertaining to the Wireless Communication Facilities Ordinance
and requested an amendment to replace page 12, J. 4.A, traffic signal poles: In no
instance shall a wireless communication facility be installed on a horizontal structure to
which signal lights or other traffic control devices are attached, whether owned by the
city, county or other agency. This is an action item on tonight's agenda.
