REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, October 23, 2017, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

Consent Item J was pulled for additional information and further consideration.
A. Approve the procurement of citywide concrete services and associated
expenditures from Caraway Concrete Construction, Inc., in an amount not to
exceed $350,000 (Third Generation One Cent Sales Tax Fund) for sidewalk repair,
miscellaneous concrete repair and traffic circulation.
B. Approve the procurement of citywide roadway and concrete services to Asphalt
Paving Systems, Inc., in an amount not to exceed $500,000 (Third Generation One
Cent Sales Tax Fund).
C. Approve three procurements for citywide roadway resurfacing in an amount not to
exceed $550,000 (Local Option Gas Tax Fund): $500,000 to the Middlesex
Corporation; $7,500 to Chincor Electric Inc; $42,500 to Faustnight Line and Stripe

D. Approve purchase order to Harcros Chemicals in the estimated amount of $219,303
for polymer and coagulant chemicals to be used at the utility treatment facilities.
E. Approve purchase of chemicals used in water and wastewater treatment from
Dumont, a Hawkins Company in the amount of $101,500.
F. Approve purchase of sodium hypochlorite from Odyssey Manufacturing Company
in the estimated amount of $209,442.
G. Approve Change Order #3 to Jordan Brothers Construction in an amount not to
exceed $38,410.30 for the Historic Goldsboro Boulevard Streetscape Project, Phase
II.
H. Approve the Park Use Agreement with the Rotary Club for Little Free Libraries
Program.
I. Approve a piggyback contract with Joe Payne, Inc., for plan review services,
inspection services, and related tasks.

electric vehicles; providing for implementing a fee at a rate of $1 per hour for the
use of existing EV charging stations downtown; and authorize the City Manager to

14) CITIZEN PARTICIPATION
Nancy Groves, Sanford resident, asked the Commission to consider adding
additional golf cart crossings along Highway 17/92. Also, she said that she would like to see the
community find ways to support the local businesses that are still experiencing flooding issues,
especially Marina Isle.
Steve Chusmir, Sanford resident, said that he recently took a tour of St. Augustine
that Historic Preservation Officer and Community Planner Christine Dalton put together. It was a
great experience.

Melissa Ward, Sanford resident, asked the Commission for help in cleaning up
storm debris at Page Jackson Cemetery. She said that it is normally done by volunteers; however,
this time the hurricane left more debris than usual and help is needed. Acting City Manager Tom
George informed her that this is a privately owned cemetery and offered to make a few calls and
follow up with Ms. Ward.
15) CITY COMMISSIONER'S REPORTS
Commissioner Williams reminded everyone of the ribbon cutting that will take
place this Saturday for the Historic Goldsboro Boulevard Streetscape Project.
Vice Mayor Mahany said that last weekend the Civic Center hosted the Cat Fanciers
Association (CFA) cat show and that it brought many people to the downtown area as well as a lot
of compliments.
Commissioner Austin said that he attended the St. Augustine tour and recommends
taking it if the opportunity arises. He would like City Manager Bonaparte to meet with John
Regan, City Manager of St. Augustine, and discuss several ideas that perhaps Sanford could
implement.
Commission Woodruff said that he would like to offer Ms. Ward some help with
the storm debris at Page Jackson. He is also selling tickets to "Puffin on the Ritz" which will take
place on November 4, 2017, at the Wayne Densch theatre.
There being no further business, the meeting was adjourned at 8:27 PM.
