Approve United Service Workers Union (USWU) Local 555 Collective Bargaining Agreement and authorize the City Manager to execute the Agreement. (WS 8.A) C. Approve purchase order to Pace Analytical Services, Inc., for laboratory services in an amount not to exceed $105,000. D. Approve the service funding agreement and addendum to the agreement between the City of Sanford and Lynx in the amount of $93,000, and authorize the Mayor to execute the agreement on behalf of the City. Approve the special event permit with street closures, a noise permit and alcohol permit for the `Sanford Avenue Block Party' to be held on December 23, 2017 and on the 4" Saturday of every month in 2018. J. Approve the special event permit, noise permit and street closures for the `Celery City Cruisers' event to be held from January through October in 2018. K. Approve the special event permit, noise permit, street closures and the Interlocal Agreement between the City of Sanford and Seminole County for the `Severe Weather Awareness Week Touch -A -Truck Public Outreach Special Event' to be held on Saturday, January 20, 2018. Approve the expenditure of $105,059.31 to Software House International for the renewal of the City's Microsoft Enterprise License Agreement. Q. Approve the amendment to the City of Sanford Agreement with Safari Investments, LLC/Reclaimed Water System Facility Agreement. R. Approve the submission of the Community Development Block Grant (CDBG) 2016 /2017 Consolidated Annual Performance Evaluation Report to the Department of Housing and Urban Development. (WS 8.G) S. The proposed language, page 4 (e), stated that the City shall test the water meter for accuracy upon the customer paying a testing fee. The amended language states that The City shall test the water meter for accuracy (no fee). City Clerk Porter thanked the City Commission for their consideration regarding her contract and salary increase. 13) CITY MANAGER'S REPORT. City Manager Bonaparte said that he attended the Public Hearing that was held by Charter Review Committee meeting on Thursday evening. He thanked City staff for their involvement in the City's holiday events and wished everyone a happy holiday. 14) CITIZEN PARTICIPATION Sanford resident Joel Carter thanked the Sanford Police Department and Commissioner Austin for helping to resolve issues in his neighborhood. 15) CITY COMMISSIONER'S REPORTS CITY COMMISSION MINUTES DECEMBER 11, 2017 REGULAR MEETING Commissioner Williams reminded everyone to RSVP by Wednesday if they will be attending the West Side Senior Gala on Saturday, December 16, 2017. She also wished everyone a happy holiday. Vice Mayor Mahany wished everyone a happy holiday. Commissioner Austin gave kudos to City staff for all their hard work on the holiday events and wished everyone a happy holiday. Commissioner Woodruff said that he was contacted with some educational concerns after the last Planning & Zoning meeting. He asked if the committee members are provided with training, and Director of Planning & Development Services Russ Gibson said from time to time they are. Mr. Bonaparte suggested that Mr. Gibson work with the City Attorney's office to schedule training at the next Planning & Zoning meeting.
