12-11-17 WS MinutesCITY COMMISSION MINUTES DECEMBER 11, 2017 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, December ,11, 2017, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Patty Mahany Commissioner Art Woodruff Commissioner Velma Williams (present at 4:13 PM) Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Cynthia Porter Deputy City Clerk Traci Houchin Mayor Triplett called the meeting to order at 4:08 PM 1. Presentation re: Employee Supervisory Training. Human Resources Director Fred Fosson presented framed certificates to twelve City employees that recently completed the 2017 Supervisory Training Course. 2. Discussion re: Disposition of 121 Palmetto Avenue — Former dry cleaning site Deputy City Manager Tom George said that the CRA has had discussion regarding the purchase of this property and has determined that they are not interested in doing so. Therefore, he recommended that the City assert its right and sell the property. He is meeting with the County Clerk to review the process of selling the property. Advertising will begin in January with the sale being held on February 6, 2018. 3. Presentation re: Civic Center potential rehabilitation CITY COMMISSION MINUTES DECEMBER 11, 2017 WORK SESSION Historic Preservation Officer & Community Planner Christine Dalton distributed a brochure titled `Pathways to History' followed by a PowerPoint presentation which focused on the historical significance of the Civic Center. Following the presentation, there was a brief discussion. There was a consensus among the Commission for Ms. Dalton to obtain a conditional assessment proposal for the rehabilitation of the center. 4. Presentation by Recreation Department Recreation Director Mike Kirby presented a PowerPoint presentation that highlighted the various events held throughout the year. 5. Presentation of FY 2017 Annual Report of Public Records Requests [Commission Memo 17 -325] Records Manager Pat Lee gave a report of the public record requests processed by the City Clerk's office for FY 2017. 6. Discussion re: City Owned Property Lease Agreements [Commission Memo 17- 326] Mr. George explained that the City has five (5) properties with buildings that are leased at $1 per year. Most of the leases have common terms and conditions. However, due to the leases being signed at different times, there are some differences. He would like to develop one lease agreement that will outline the same terms and conditions for all properties. Staff will work with the City Attorney's office to develop an agreement. 7. Discussion re: Medical Marijuana Update [Commission Memo 17 -327] Planning & Development Services Director Russ Gibson said that the City's moratorium regarding medical marijuana treatment centers (MMTC) expires on January 19, 2018. He informed the City Commission about options per current State legislation which is either ban MMTC or adopt regulations for MMTC that are no more restrictive than regulations for pharmacies. Maps showing how other cities and counties in Central Florida are regulating medical marijuana facilities were presented as well as a map identifying areas in Sanford where pharmacies are currently allowed. Instead of banning MMTC in Sanford, the City Commission directed staff and the City Attorney to draft an ordinance that would establish specific regulations for pharmacies in Sanford. In closing, Mr. Gibson distributed a handout for the upcoming Community Workshop with regards to the Comp Plan update. Mr. Bonaparte said that there is an add -on item pertaining to the City's excess insurance rate and requires Commission action tonight. The information was emailed to the Commission earlier today. Mr. Bonaparte said that the current contract will expire at the end of December. This is an action item on tonight's agenda. 8. Regular Meeting Items — additional information A. United Service Workers Union (USWU) Collective Bargaining Agreement [Commission Memo 17 -312] (RM 6.13) CITY COMMISSION MINUTES DECEMBER 11, 2017 WORK SESSION This is an action item on tonight's agenda. B. City Clerk's Contract (RM 6.S) Commissioner Williams said that she would like to see the City Clerk's salary increased with stipulations in place until certification is met. She also suggested a Charter change to move the City Clerk from being a Charter Officer. She believes the position should fall under the purview of the City Manager. Commissioner Woodruff recommended a salary increase of 6% now and 6% upon certification. This is an action item on tonight's agenda. C. Ordinance No. 4430, relating to administrative matters involving utility charges and billing adjustments. [Commission Memo 17 -318] (RM 7.F) This is'an action item on tonight's agenda. D. Ordinance No. 4431, ad valorem tax exemption for historic properties. [Commission Memo 17 -319] (RM 7.G) This is an action item on tonight's agenda. E. Funding Agreement with Lynx in the amount of $93,000. [Commission Memo 17- 312.G] (RM 6.G) This is an action item on tonight's agenda. F. Cottage homes final design.
