WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, January 8, 2018, at 4:00 PM, in the Railroad Depot Room, 2" d Floor,
City Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:10 PM
1. Discussion re: revising mobile food vendor ordinance
Project Manager Chris Smith distributed and reviewed a handout on policy
changes that the Commission may want to consider pertaining to the mobile food vendor
ordinance which was implemented in 2009. After a brief discussion, there was a
consensus among the Commission to provide Mr. Smith with recommendations by the
end of January and schedule for discussion in February.
2. Presentation: CRA Annual Report
This item was continued.
3. Presentation: Parking Study Community Survey
This item was continued.
4. Update re: Status of W. Seminole Boulevard.

Deputy City Manager Tom George said that the City of Sanford is now
responsible for the portion of U.S. 17/92 from the intersection of 1St Street and along
Lake Monroe. The FDOT has relocated the U.S. 17 -92 - SR 600 designation to a portion
of S.R. 46, which was formerly Monroe Road which runs north and south between S.R.
46 and where U.S 17/92 passes under Interstate 4. The total cost of the project is $28
million and includes safety enhancements, streetscaping, traffic calming, landscaping and
2.5 miles of trail. The funding came from different entities and the project is expected to
be complete by the summer of 2019.
On another note, Mr. George provided an update on the former dry
cleaning site. He said that on February 6, 2018, an auction will be held at the County
Courthouse for the sale of this property. The transaction must be completed the same day
and if the not satisfied with the auction, the City can retain control of the property.
5. Regular Meeting Items — additional information
A. Cottage Homes Final Designs [Commission Memo 18 -009]
Historic Preservation Officer /Community Planner Christine Dalton
introduced Jerry Mills, the City's Continuing Services Architect. Mr. Mills presented a
power point presentation depicting the various cottage homes that he designed. Following
the presentation, Ms. Dalton explained that the plans will be master filed, meaning that
no changes will be allowed; however, after further discussion with Mr. Mills, he said that
he is willing to provide an additional scope of services (detail sheet) that will provide the

home buyer with additional options at an additional cost to the City in the amount of
$3,650. This is an action item on tonight's agenda.
6. Briefing Items
A. City Manager's Annual Evaluation
Human Resource Director Fred Fosson distributed the tabulation sheets
pertaining to the City Manager's evaluation. Mr. Bonaparte thanked the Commission for
completing the evaluation. He will setting appointments to meet with each commissioner
on an individual basis. This is an action item on tonight's agenda.
6. City Manager Comments
• Mr. Bonaparte said that the Choice Neighborhoods Initiative is moving
along. The draft report has been submitted to HUD and they are currently
working on the Executive Summary.
• The Business Spotlight for tonight's meeting has been cancelled at the
request of the company, L3 and will be rescheduled.
• Tonight's agenda includes a resolution regarding donations that have been
made to the Police Department. Mr. Bonaparte has met with Chief Smith
who said donations have been received and will be used towards an
appreciation banquet. This is an action item on tonight's agenda.
• The hotel on the marina is in the process of being torn down.
• Mr. Bonaparte said that he spoke to City Attorney Colbert with regards to
the City Clerk's position. Mr. Colbert said that the Commission could

delegate the daily activities to the City Manager without going to the
Charter Review Committee as originally requested. He asked the
Commission to think about it.
Mayor Triplett asked how the last Utility Night went and Utilities Director
Bilal Iftikhar said that no one came but they will continue to work on it.
