REGULAR MEETING
The City Commission of the .City of Sanford, Florida, met in Regular Meeting on
Monday, February 26, 2018, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

Equipment at a cost of $174,050.
B. Approve issuance of a purchase order to Moore Stephens Lovelace, P.A. in the
amount of $77,260 for FY 2017 auditing service.

Erica O'Conner, resident of Seminole County thanked the Commission for
supporting the Ordinance.

D. First reading of Ordinance No. 4441, to rezone 19.26 acres of property at 200 S.
White Cedar Road from AG, Agriculture to PD, Planned Development to establish
The Towns at White Cedar PD, a 155 unit tQwnhome community, Owners: Joseph
E. Andrews III; Joseph E. Andrews, Jr; Jeanette Andrews; William L Jones; and
Delores J. Pickens; Ad published February 25, 2018. [Commission Memo 18 -042]
Attorney Steve Coover, representing the applicant, MI Homes said that there is an
existing industrial development to the west and south of this property. The development is loud
and the applicant recognizes that. However, due to the noise factor, the local businesses are
opposed to the development as they feel it could negatively affect their business. In summary, Mr.
Coover said that the City's Comprehensive Plan requires mixed use in this area and the applicant
is working with City staff to achieve that goal.
Chad Moorhead, representing Madden, Moorhead & Stokes, Inc. said that a buffer

will be installed that includes eastern red cedar trees and a six foot PVC fence. A sidewalk will
be installed up to SR 46 for students in the area. Commissioner Mahany expressed her dislike for
PVC material when considering a fence. Dave Brown, MI Homes Director of Land Entitlements
and Development, said that will be taken under advisement.
Mr. Brown said that in regards to the property, noise was a concern of MI Homes
as well, which is why they focused on the orientation of the buildings. Commissioner Woodruff
said that he appreciates the town homes being moved further in that were along the industrial side
but he would like to see that done on the other side as well (along the pond).
Several business owners in the area spoke against the project. Vice Mayor Williams
asked Russ Gibson, Director of Planning & Development Services if this rezone is compatible
with the City's Comprehensive Plan. He explained the Planning & Zoning Commission
determined that it was not compatible at the February I` hearing. Vice Mayor Williams also asked
if the Comprehensive Plan allows for housing in this particular location. Mr. Gibson said that it is
zoned as WIC (Westside Industry & Commerce) which allows for housing as long as it meets
specific design standards. Commissioner Woodruff commented that he has concerns about the
road (narrow) and Mr. Gibson said that is something that will be addressed in the engineering plan.
Several residents who live in the area spoke and said that they have no concerns
with noise. Mr. Coover said that the issue brought forward tonight is that this project is allowed
by the City's Comprehensive Plan with conditions. Commissioner Woodruff said that he would

like the developer to look into moving the townhomes in and constructing a wall prior to the second
reading.
Commissioner Austin moved to approve Ordinance No. 4441 on first reading. Vice
Mayor Williams passed the gavel to Commissioner Mahany and seconded the motion which
carried by vote of the Commission as follows:

Ms. Porter said that she was thankful for being able to serve the City of Sanford for
the past 30 years. She is looking forward to retirement. The Commission presented Ms. Porter a
certificate for 30 years of service, a clock and flowers.

Mr. Bonaparte thanked Ms. Porter for her years of service.

open its doors from 11 - 1 for a preview and invited everyone to attend.
