WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, February 26, 2018, at 4:00 PM, in the Railroad Depot Room, 2 °d
Floor, City Hall, and 300 North Park Avenue, Sanford, Florida.

Vice Mayor Williams called the meeting to order at 4:04 PM
1.' Sanford Housing Authority Progress Report — ' Andrew Thomas'
[Commission Memo 18 -047]
Ayub Fleming of the Sanford Housing Authority distributed and reviewed
a handout showing the progress of the redevelopment of Redding Gardens and the
Goldsboro Choice Neighborhoods Initiative.
2. Discussion re: "US Conference of Mayor's Compact to Combat Hate, Extremism
and Bigotry" — Andrew Thomas [Commission Memo 18 -048]
Community Relations & Neighborhood Engagement Director, Andrew
Thomas, said that this pertains to the national initiative, U.S. Conference of Mayor's
Compact to Combat Hate, Extremism and Bigotry. By joining the initiative, the City
would actively promote diversity, equality and liberty. Cities are adopting policies or

resolutions to show their support. There was a consensus among the Commission for staff
to do additional research and bring it back for discussion.
3. Discussion re: City Clerk retirement and appointment of her replacement —Mayor
Triplett.
Due to Mayor Triplett's absence, this item will be continued to the next
Work Session for further discussion. However, the Commission will take action at
tonight's meeting to appoint an Acting City Clerk.
4. Discussion re: Mayor and Commission office designation plaque — Lisa Holder
Communications Officer, Lisa Holder stated that the sign currently outside
of the Mayor and City Commission's office should be replaced with the new logo
(Sanford Design Standard) that was recently adopted. There was a consensus among the
Commission to hang the existing sign in the office and replace with a sign indicating the
Office of the Mayor and City Commission.
Mr. Bonaparte stated that there are two additional items for consideration
at tonight's meeting.
5. Regular Meeting Items — additional information
A. Resolution amending the budget and refunding proceeds from the
Recreational Trail Program Grant for the Coastline Park project in an
amount of $67,500 — Tom George [Commission Memo 18 -046] (RM 8.C)

Mr. George said that the three parties involved in the grant process are the
State, the City and the consultant. Errors occurred and were the fault of all three parties.
This will be an action item on tonight's agenda.
Mr. Bonaparte distributed the additional add on items that he mentioned
earlier:
(1) Award bid #IFB 17/18 -IOR to Gomez; approve the implementing procurement
activities in an amount not to exceed $3,080,944.24; and budget amendment
Resolution No. 2714.
This is an action item on tonight's agenda.
(2) Approve procurement for the repair of Towne Center Boulevard in an amount not
to exceed $160,195 to the Middlesex Corporation.
This is an action item on tonight's agenda.

7. City Manager Comments
Mr. George provided an update on the Mayfair Golf Course. Due to
Health Department concerns, the course shut down for a day. He said that it was due to a
rodent problem and other issues have now surfaced such as: holes in the roof, leaks,
rodents and wildlife. It is an old building and has not been maintained well. Staff will
replace the roof and bring back any additional concerns.
Ms. Holder said that the Sanford Welcome Center will be hosting the
grand opening of the Tourism Office at 6 PM. She invited everyone to stop in.

Also, on Wednesday morning, FOX 35 of Orlando will be doing a live
broadcast featuring the Sanford Trolley. Anyone interesting in riding the trolley should
meet at the Sanford SunRail Station at 8:00 AM.
Commissioner Woodruff asked staff to put together a list of deferred
capital items to share with the Commission.
There being no further business, the meeting was adjourned 416: 10 PM.
