03-12-18 WS MinutesCITY COMMISSION MINUTES MARCH 12, 2018 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, March 12, 2018, at 4:00 PM, in the Railroad Depot Room, 2" d Floor, . City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Patrick Austin (present at 4:18 PM) Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert Acting City Clerk Traci Houchin Records Manager Pat Lee Mayor Triplett called the meeting to order at 4:10 PM 1. Presentation of CRAICity Parking Study Sonia Fonseca Sonia Fonseca, Executive Director, Community Redevelopment Agency stated Erin Emmons, GISP and Kenneth Siu, P.E., representatives from Kimley Horn were present to review the Parking Study. Ms. Emmons provided a power point presentation and reviewed the current parking spaces utilized and available in the downtown area. Their study determined that there is sufficient parking at this time. Ms. Emmons stated that while the parking supply is adequate, enforcement and regulations are needed to maintain sufficient parking availability. CITY COMMISSION MINUTES MARCH 12, 2018 WORK SESSION 2. Discussion re: Rescue Outreach Mission [Commission Memo No. 18 -0621 Andrew Thomas, Community Relations & Neighborhood Engagement Director, gave a background briefing noting that the City has been asked to be a partner along with Seminole County and the Florida Housing Coalition to strengthen the Rescue Outreach Mission's financial, programmatic and operational systems to position the Outreach Mission for ongoing stability and sustainability. Sanford is being asked to contribute $10,000 (of the $30,000 total cost) towards this cause. The Commission requested the following additional information: A copy of the Report, a list of board members and a copy of the budget prior to the next City Commission meeting on March 26, 2018. 3. Regular Meeting Items — additional information A. Resolution No. 2715, approving QuantumFlo for a JGI Award and executing an Interlocal Agreement [Commission Memo 18- 059] (RM 8C) Bob Turk, Economic Development Director, stated this is for a $2.5 million facility on Jewett Lane noting they qualified for $50,000 with a $25,000 investment that would provide 25 new jobs this year with an average salary of $49,000. Commissioner Mahany would like tracking done showing all JGI's by means of a cumulative annual report for all businesses that have been granted an award. CITY COMMISSION MINUTES MARCH 129 2018 WORK SESSION Commissioner Williams would like to know how many people were hired/employed from Sanford. B. Resolution No. 2717, amending the budget and awarding procurement activity to Southern Sunshine Group. [Commission Memo 18- 061](RM 8.E) Robert Beall, Parks and Grounds Operations Manager, explained the City took over maintenance of 17 -92 right -of -way this year and this item provides funding to contract the work out. C. Discussion re: Appointment of City Clerk After discussion, it was the consensus of the Commission to appoint Traci Houchin as City' Clerk at the regular meeting this evening. The City Manager will negotiate the City Clerk's contract. D. Briefing Items - None E. City Manager Comments Deputy City Manager Tom George said that the Commission had previously approved $47,000 to reroof the Mayfair Golf Course Club House and that the contractor has found additional damage. Mr. George requested an additional $5,700. City Attorney Colbert opined the Commission will need to formally approve the additional expenditure at the regular meeting this evening. CITY COMMISSION MINUTES MARCH 12, 2018 WORK SESSION Bilal Iftikhar, Director of Public Works and Utilities, briefed the Commission on reorganizational changes to the Utilities Division he has implemented. Russ Gibson, Director of Planning and Development Services, asked if the Commission was available for a joint work session with the P & ZC on March 26; it was the consensus of the Commission to hold the joint work session on March 26. Mr. Bonaparte stated he also scheduled the lobbyist to give a presentation on March 26. The City Clerk stated the Board Appreciation Dinner is tentatively scheduled for April 25th from 6 PM to 8 PM and would like to have barbeque: the Commission concurred with the date /time /menu. Mr. Bonaparte gave an update on Heritage Park project noting Sanford Waterfront Partners acknowledged receipt of a letter and drawings from Mayor Triplett outlining 3 or 4 issues and asked to postpone their meeting until they have time to review the drawings from CPH. Mr. Bonaparte noted the City is hosting the TriCounty League of Cities luncheon and that CPH is sponsoring it this Thursday at 12 noon at Preservation Hall and invited the Commission to attend. Commissioner Austin said he enjoyed opening day at the stadium and throwing out the first ball. CITY COMMISSION MINUTES MARCH 12, 2018 WORK SESSION Commissioner Austin asked about traffic ticket collections and felt the City needed to "put some teeth" into the ordinance to facilitate enforcement. Mr. Bonaparte acknowledged the hard work Commissioner Woodruff has put into renovating /opening Hopper Academy. Commissioner Austin spoke regarding a Jazz Festival at Centennial Park September 29, 2018, which coincides with the City's' 141" Birthday. They would like to make it a birthday celebration and Jazz stroll and would be looking for the City to provide financial support. Mayor Triplett asked that the Commission revisit the funding /CRA funds each year that set aside for funding the three new police officers' salaries for the next 10 years.
