03-26-18 WS MinutesCITY COMMISSION MINUTES MARCH 26, 2018 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, March 26, 2018, at 5:00 PM, in the Railroad Depot Room, 2°a Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Records Manager Pat Lee Mayor Triplett called the meeting to order at 5:35 PM NOTE: The order of the agenda items were revised by Mayor Triplett. 3. Discussion re: Rescue Outreach Mission [Commission Memo No. 18-063.J (RM 6.J)] Andrew Thomas, Community Relations & Neighborhood Engagement Director, gave a background briefing noting that the City has been asked to be a partner along with Seminole County and the Florida Housing Coalition to strengthen the Rescue Outreach Mission's financial, programmatic and operational systems to position the Outreach Mission for ongoing stability and sustainability. Sanford is being asked to contribute $10,000 (of the $30,000 total cost) towards this cause. He distributed the 2018 Mission Budget and a letter from the Mission outlining their difficulties in 2016 and 2017. CITY COMMISSION MINUTES MARCH 269 2018 WORK SESSION Julia Howard, Chairperson, stated the Board's desire to get the necessary training to be able to carry on the Mission's business after six months. The City Manager asked that Mr. Thomas assist with staff training. Commissioner Williams thanked the Commission for demonstrating support for the Rescue Outreach Mission. 1. Legislative Update by Southern Strategy Kelly Cohen and Oscar Anderson briefed the Commission on the recent legislative session noting there were 3,000 bills filed; 2700 amendments and only 200 bills passed. He asked for the Commission to provide him with three to five of their top priorities. Both Mayor Triplett and Mr. Bonaparte stated they felt "Home Rule" was their biggest concern at this time. Mr. Anderson will sit down with each Commissioner before next August to compile a new list of concerns. 2. Presentation by Florida Power & Light [Commission Memo 18-070] Florida Power and Light representatives Larry Volenec and Francisco Arbide were present. Mr. Arbide explained that all street lights would be replaced with LED lights that are much brighter at night and will be 200 watt equivalent replacements. This will result in a monthly billing increase of approximately $1800 and estimated installation will occur four or five months after the contract is signed. Mr. Bonaparte stated this item will be on the next regular meeting agenda for approval. 4. Regular Meeting Items — additional information. CITY COMMISSION MINUTES MARCH 269 2018 WORK SESSION A. Resolution No. 2719, approving Benada Aluminum Products, LLC., for a JGI award and authorize the execution of the associated Interlocal Agreement. [Commission Memo 18-069](RM 8.A) Sonia Fonseca, SCRA Executive Director, introduced Jim Pepperano, President of Benada Aluminum Products, located at 2540 Jewett Lane, for consideration of a JGI award to create an additional 35 jobs by December, 2018. This item will be on this evening's regular meeting agenda. 5. Briefing Items CAPP Meetings: The Commission asked that the City Manager and City Attorney include specific wording in all CAPP Notices as to what the project is, and that they include a Site Plan. Mr. Bonaparte said a check list should be utilized. Commissioner Austin voiced his displeasure with the Seminole County School Board (with Seminole County Commission approval) increasing the school impact fees.
