06-11-18 Joint WS MinutesCITY COMMISSION MINUTES JUNE I19 2018 JOINT WORK SESSION The City Commission of the City of Sanford, Florida, met in Joint Work Session with the Historic Preservation Board on Monday, June 11, 2018, at 3:00 PM, in the City Commission Chambers, Sanford City Hall, 300 North Park Avenue, Sanford, Florida. City Commission Present: Mayor Jeff Triplett Vice Mayor Velma Williams (present at 3:50) Commissioner Art Woodruff Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert Pat Lee, Acting City Clerk Absent: City Clerk Traci Houchin Historic Preservation Board Present: Tammy Agnini, Chairman Cheryl Deming Rosemary Aldridge Anna Yebba Absent: Shane Boutty, Vice Chairman Mayor Triplett called the meeting to order at 3:12 PM 1. 2017 Historic Preservation Board Accomplishments Christine Dalton, Historic Preservation Officer/Community Planner, distributed packets of information that highlighted the Boards' 2017 Accomplishments. Chairman Agnini reviewed the board accomplishments. 2. 2018 Historic Preservation Board Goals Chairman Agnini stated the following as "Goals": Rehabilitation of the Civic Center, tax abatement program, and the Pathways to History guided tour. The HPB would CITY COMMISSION MINUTES JUNE 119 2018 JOINT WORK SESSION also like to meet with the City Commission to discuss a foreclosure program on homes that are not homesteaded and in disrepair. Mayor Triplett said he would like more information on how they envision this program working and how the City Commission can help them with it. 3. Civic Center Rehabilitation Jerry Mills, AIA, Milzarch, LLC, submitted and reviewed a condition assessment fee proposal. Mr. Mills' estimate totaled $20,195 with an estimated completion date of five (5) months. Mayor Triplett said that the City is looking at revenue reductions and asked where the money would come from to fund this. It was the consensus of the Commission for staff to research what other studies have been done and to bring the information back. 4. Tax Abatement Program Mayor Triplett stated that everything has to be a revenue issue for the next three (3) years and asked Christine Dalton, Historic Preservation Officer/Community Planner to provide additional information to the City Commission regarding this item. Commissioner Mahany said that she feels that there are other areas besides the historic district that are starting to decline that could also benefit from this type of program. 5. Foreclosure Program Darrel Presley, Development Services Director, spoke regarding guidelines as to which properties would be considered for foreclosure based on code enforcement liens. Mr. Presley proposed the foreclosures be limited to non -homesteaded properties with excessive code enforcement liens and no cooperation from the property owner in correcting the code violations. Discussion was held regarding three (3) properties that have been CITY COMMISSION MINUTES JUNE 119 2018 JOINT WORK SESSION accruing fines for several years. The Commission asked that Mr. Presley take the necessary actions to get the properties into compliance. 6. City Commission Recommendations and Ideas 7. Budget Proposal The HPB Board would like $5,000 for promotional items, i.e., to create brochures to market the historical district and to get the information out on the "S" codes. These guides would be available at the Chamber of Commerce and Welcome Center as well as City Hall in an effort to help the citizens make informed decisions. If approved, the HPB Board would make their request through staff for requested expenditures. There being no further business, the meeting was adjourned at 4:33 PM.
