WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work Session
on Monday, May 14, 2018, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall,
and 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:18 PM
1. City Financial Report — 15t Quarter Ended December 31, 2017 [Commission Memo
18-1161 This item was continued to the next Work Session scheduled for June 11, 2018.
NOTE: The order of the agenda items was changed.
7. Regular Meeting Items — additional information
A. Live PD Agreement by Deputy Chief Raimondo [Commission Memo 18-096.C](RM
6.C)
Deputy Chief Anthony Raimondo stated that a producer and two camera
men from "Live PD" would ride along with the officer to whatever call they are dispatched
to. There is a camera crew constantly filming as well as producers in New York editing the

footage from six agencies being filmed. This is a groundbreaking TV series with 2 million
viewers and the show airs 9 PM to midnight Monday through Friday. This idea came about
through a focus group that recommended it. Pro's and con's were discussed and the City will
make no money from this.
Mayor Triplett stated he would like this item pulled from the regular
meeting agenda so that he could further look into the series, he is very concerned. Roy
Beddard offered to meet with the Mayor to show other agencies' footage as well as the
process.
It was the consensus of the Commission to remove this item from the regular
meeting agenda to allow time for Mr. Beddard to meet with the Mayor and Commissioner's
if they so choose.
B. Ordinance No. 2018-4453 Proposed changes to the City Charter [Commission Memo
18-097](7.A)
After discussion, the Commission asked that the ordinance clearly show the
formula to calculate the Mayor and Commission salaries ($22,700 and $19,500 respectively)
After discussion, it was the consensus of the Commission to leave the City
Clerk as a Charter Officer, noting that she will clearly report to the City Manager on a daily
basis.

C. Administrative Election Rule; Qualifying of Candidates; 2018 General Election
[Commission Memo 18-110](8.A)
City Clerk Traci Houchin stated the qualifying period for a candidate for
office will be adjusted to address the Memorial Day holiday and the closing of the City Clerk's
office on Fridays.
D. Open for Business — City Hall Building Renovations and Remodel
Chris Smith, Senior Project Manager, showed a revised floor plan and
explained that these renovations will facilitate "one stop" permitting and assist customers as
they visit the Building, Code Enforcement and Planning Departments in City Hall.
E. Resolution No. 2728, new enhancements for parks and residents [Commission Memo
18-113](8.D)
Robert Beall, Parks and Grounds Manager, reviewed the enhancements that
would be completed with $125,861 that is available in the Recreational Impact Fees Fund.
F. Resolution No. 2729, Dissolving the Mayor's Youth Council [Commission Memo 18-
114](8.E)
Lisa Holder, Communications Officer, explained that the students change
out annually and proposed that the Mayor's Youth Council function as an ad hoc group of
Seminole County School District students. A resolution is proposed to implement that
action and is scheduled for approval at tonight's regular meeting.

ADDITIONAL ITEM: Increase loan at main WWTP from $6 million to $10 million.
Dave Geirach, Conklin, Porter & Holmes, Engineers, stated that this is a
State Revolving Fund loan that allows them to increase this loan rather than use reserves.
2. Update on the Sanford Museum by Curator Alicia Clarke
Alicia Clarke, Curator, distributed packets of information and reported that
the Sanford Museum was started in 1957 and is one of only a few municipal museums in
Florida. They also function as a research and genealogy facility and have about 250 visitors
each month.
8. Briefing Items: None at this time.
9. City Manager Comments: On May 22, 2018 Dr. E. Ann McGee, President of
Seminole State College, will be honored at the Seminole County Commission meeting;
both the Public Art Commission and Historic Preservation Board have requested joint
meetings with the City Commission; he will bring the Puppy Ordinance forward at the next
Work Session; and a list of Capital Projects that could be funded wi]Abe presented in June.
