REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, June 25, 2018, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 18-133]
A. Approve the Purchase Order to Premier Lawn Maintenance, LLC, in an amount not
to exceed $162,900 (annually) for landscape services at five utility plant locations.
B. Approve Amendment No. 1 to Crowder -Gulf Joint Venture Inc. for an additional
year of debris removal after a major storm event has occurred.
C. Approve Amendment No. 1 to O'Brien's Response Management Inc. for an
additional year of monitoring the debris removal contractor.
D. Approve the special event permit with a traffic modification and an alcohol permit
for `Bike Night at the Alley' on the fourth Thursday of every month from July to
December 2018.
E. Approve the location change of the monthly `Alive After Five' event to Sanford
Avenue with street closures, an alcohol permit and a noise permit for the second
Thursday of every month beginning on September 13, 2018.
F. Approve the submission of the Goldsboro Choice Neighborhood Initiative
Transformation Plan to the Department of Housing and Urban Development.

Ms. Brenda Hartsfield, a resident of Sanford, stated her concerns with holding teen
events in the City of Sanford. She said that she inquired about holding a teen dance at the Sanford
Chamber of Commerce and was told that she could hold the event there as long as there would be
four police officers on the property during the event. She said the cost of the officers was high and
the dance was held at another venue. Acting City Manager Tom George explained that several
years ago there was an event held at the Sanford Chamber of Commerce which got out of control
and turned violent. As a result of that event, all City properties require police presence when
holding an event. Ms. Hartsfield asked if the policies surrounding this are in written format. Mr.
George explained that they are discussed at the time of incident and are not documented in a policy
format.
Mr. Edward Martinez, resident of the Gateway Condos located next to City Hall
stated that he is disappointed in the City's unresponsiveness to his concerns. He said that he sent
two emails to the City Manager in May of 2017 and received no response. He also sent a letter
which generated a phone call from Robert Beall, Parks & Grounds Operation Manager who
advised him at the time that the City was working with FEMA on a few concerns and that he would

follow up with him. He received no follow up. He then sent a letter to the Mayor as well as his
Commissioner. He received another call from Mr. Robert Beall who again, did not follow up with
him. He is very frustrated that City staff is unresponsive to their constituents needs. Commissioner
Woodruff apologized to Mr. Martinez as he remembers receiving a letter and discussing this issue
with the City Manager. He said at that time, it was his understanding that it was not the City's
responsibility. He apologized again and asked Bilal Iftikhar, Utilities & Public Works Director to
elaborate. Mr. Iftikhar said that it is not the City's responsibility to attend to the trees located at
the Gateway Condos. Mr. Martinez said that the City did trim the trees in 2016 when he moved
into the condo. Vice Mayor Williams said that the Commission is not going to debate the issue
with him and recommended that he meet with Mr. Iftikhar.
13) CITY COMMISSIONER'S REPORTS
Commissioner Woodruff said that he worked with Museum Curator, Alicia Clarke
in putting a grant proposal together in hopes of securing funds for the museum. He also distributed
a handout with public comments pertaining to the City's museum.
Vice Mayor Williams said that she is working with staff with hopes of
implementing Citizen Review Board.
