Mayor Triplett took a few minutes to speak on the passing of Ms. Thelma Mike, a Sanford resident who was known by all. Ms. Mike will truly be missed. Approve the special event permit with street closures, a noise permit and a waiver of Resolution No. 2010-2190 for the `7"' Annual Sanford Riverwalk 5K' event to be held on Saturday, October 13, 2018. H. Approve the special event permit with a street closure, an alcohol permit and a noise pen -nit for the `7t" Annual Puttin on the Ritz' event to be held on Saturday, January 19, 2019. I. First reading of Ordinance No. 2018-4461, submission of the transmittal of both, the Evaluation and Appraisal Report (EAR) and the changes to the City's Comprehensive Plan to the State Department of Economic Opportunity and relevant agencies; Ad placed July 1, 2018. [Commission Memo 18-150] Lucy Ghito of Poulos & Bennett provided a brief power point presentation regarding the update to the Comprehensive Plan Update and Evaluation & Appraisal Report. Dan Matthews of Orlando said that he is developing a three story mixed use development at 201 Sanford Avenue. With regards to the Comprehensive Plan, he provided several comments and suggestions. Commissioner Woodruff moved to approve the first reading of Ordinance No. 2018-4461 with a change to Table FLU 1 objectives 1.9 and 1.12, adding a clause that the minimum density of ten units per acre (in the AIC and WIC) are to be considered compatible with the existing, adjacent land use. Also, there are two vacancies on the Public Art Commission that need to be filled. 11) CITY MANAGER'S REPORT CITY COMMISSION MINUTES JULY 9, 2018 REGULAR MEETING 12) CITIZEN PARTICIPATION Jessica Martinez asked the Commission if they were familiar with a trail that may run through her community. Mayor Triplett advised her that this is a County project and that he believes that it has been determined that the trail will run along Mellonville Avenue. 13) CITY COMMISSIONER'S REPORTS It was a consensus among the Commission that the fireworks show was spectacular. Commissioner Woodruff said he would like to see maintenance done on the Riverwalk Mural which is located on the back side of the shuffleboard courts noting it needs to be repainted. Vice Mayor Williams spoke on the passing of Ms. Thelma Mike. She was the City of Sanford's Mother Teresa and will be missed. There being no further business, the meeting wV 4djour�e j at 9:49 PM.
