WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work Session
on Monday, August 23, 2018, at 5:00 PM, in the Railroad Depot Room, 2nd Floor, City
Hall, and 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 5:00 PM.
Discussion re: Regular Meeting Items — additional information
A. 2461 Cherry Laurel Drive — continued from May 14, 2018

Jordan Smith, Senior Planner recommended tabling 2461 Cherry Laurel
Drive as legally described into the City of Sanford with re -advertising of the Annexation being at
the expense of the applicant.
William C. Colbert, City Attorney advised that the application has been
continued for an extended amount of time therefore re -advertisement should be at the applicant's
expense. Mr. Colbert recommended tabling for a future date tied to the Comp Plan.

B. 2830 Pine Way — continued from June 25, 2018

Jordan Smith, Senior Planner explained that the rezone and Comp Plan
amendment located at 2830 Pine Way was continued from June. He advised the rezone was
inconsistent with the Joint Plan Agreement and that there is an issue with the pool. Mr. Smith said
that he would present the amended information to the Commission before they vote on it later
tonight. He explained the County sent the information to the City for approval, after approved by
the City, the County will seek approval on August 24"'. The ordinance will come back to the
Commission for the second reading (which cannot become affected until the JPA is approved).
C. 3242 Ohio Avenue — continues from July 23, 2018

Jordan Smith, Senior Planner recommended tabling 3242 Ohio Avenue
until September 24, 2018 due to the applicant having medical issues.
2. Briefing Items
Continuation of Care
Andrew Thomas, Community Relations & Neighborhood Engagement
Director explained the Continuum of Care (CoC) Program is designed to promote communitywide
commitment to the goal of ending homelessness; provide funding for efforts by nonprofit
providers, and State and local governments to quickly rehouse homeless individuals and families
while minimizing the trauma and dislocation caused to homeless individuals, families, and
communities by homelessness; promote access to and effect utilization of mainstream programs

by homeless individuals and families; and optimize self-sufficiency among individuals and
families experiencing homelessness. He advised that Seminole County's plans to withdraw from
the current CoC and create their own. There is a process required by HUD for a jurisdiction to
create a new CoC and Seminole County is in the midst of completing the requirements and would
like Sanford to sign on to the proposed new CoC. The City of Sanford, as a recognized jurisdiction
will need to decide if will be joining Seminole County or staying with the current CoC a brief
discussion ensued.
