REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, August 13, 2018, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 18-172]
A. Retire service weapon Sig Sauer P320 9mm, serial number 58C198399, and
authorize retiring Police Investigator Charles Locher to receive his service weapon
upon retirement.
B. Approve the purchase of Virgin F300 carbon material and nozzles from the Calgon
Carbon Corporation at a cost not to exceed $66,330.
C. Approval to maintain the City's contract with Peter Loomis, Accreditation Manager
for the Police Department through FY 2019.
D. Approve the special event permit for 'Auto Tent Sale' from September 14, 2018 —
September 23, 2018 subject to the conditions recommended by staff.
E. Approve the special event permit, noise permit, alcohol permit and street closures
for 'Jazz in the Park' on Saturday, September 29, 2018.
F. Approve the special event permit with a noise permit, alcohol permit and street
closures for the ' 1 Ot" Annual Pirates of the St. Juan's Festival' on Saturday, October
20, 2018.
G. Approve the special event permit for the 'Sanford Porchfest' to be held on Saturday,
February 23, 2019.

H. Approve the submission of the Community Development Block Grant (CDBG)
One Year 2018-2019 Annual Action Plan to the Department of Housing and Urban
Development.
I. Acknowledge resignation of Kathryn Townsend from the Public Art Commission
(PAC) and approve Commissioner Austin's appointment of Jessica Vick to fill Ms.
Townsend's unexpired term ending September 30, 2019.

Commissioner Woodruff moved to table the first reading of Ordinance 2018-4446
until the City has received complete data from the applicant for rezoning and amendment to the
Future Land Use Plan with re -advertising of the annexation to be at the expense of the applicant.

1. Approve and execute the 1st Amendment to the 2015 Seminole County -City of
Sanford Joint Planning Agreement allowing the subject parcel to be considered as part of the existing

3. Continued — First reading of Ordinance No. 2018-4468, to rezone 9.76 acres from
AG, Agriculture to PD, Planned Development for the Wyndham Preserve/Pine Way PD.
[Commission Memo 18-176]
Steve Coover, Attorney, representing the owner, and Kim Fischer,
Engineer, Cycorp Engineering, Inc. along with Larry Dale, developer, were present. Discussion
was held concerning the lot that was `deleted', setbacks (too small), house sizes, the pool and other
amenities so as to eliminate a retaining wall and provide a gradual slope. Ms. Fischer agreed to
look at the lot sizes, setbacks and the retaining wall and to come back with an approved plan by
second reading.

E. First reading of Ordinance No. 2018-4472, annexing 7.98 acres located at 3980
East Lake Mary Boulevard; Seminole Land Holdings, LLC. Owner; Ad published August
12, 2018. [Commission Memo 18-179]
Chad Moore, Engineer, Steve Coover, Attorney and Chad Moore, Engineer,
appeared on behalf of the owner. Attorney Coover asked that this item be tabled, however he
would like a letter tomorrow granting them utilities for the project, noting Seminole County will
be doing the permitting.
Bilal Iftikhar, Director of Public Works and Utilities, advised the City would not
allow the RV's to dump into the City's sewer as RV holding tanks contain formaldehyde and it is
very hard to "break down". Public Works staff will meet with the City Attorney to prepare a letter

authorizing City utilities (water only) in the next few days. Mr. Colbert stated that he wanted to
look at this issue more closely and will come back at second reading with some revised wording
in the Ordinance.
Commissioner Woodruff moved to continue the first reading of Ordinance No.
4472 for two weeks and to authorize staff and the City Attorney to prepare a letter to Seminole
County to allow permitting through the County. Seconded by Commissioner Williams.
Commissioner Woodruff amended his motion to provide an expedited letter regarding utilities and
to proceed timely with the annexation. Seconded by Commissioner Williams and carried by vote
of the Commission as follows:

Mr. Bonaparte announced that he and Commissioner Austin would be attending the
Florida League of Cities Convention beginning Tuesday through Friday this week.

Amanda Nathan Alexander, Ms. Thelma Mike's daughter, appeared on behalf of
herself and her three sisters to express their heartfelt thanks to the City, the Mayor and
Commission, Police Dept. and everyone else that extended courtesies and support during the recent
passing of their mother.
13) CITY COMMISSIONER'S REPORTS
Mayor Triplett asked staff to look into an application for the City's webpage
(similar to what Seminole County has) that allows a person to report street lights out, pot holes, or
anything else that may need attention.
Mayor Triplett asked that candidates and their support staff be respectful of other
candidates signs and not touch other candidates signs.
