09-24-18 WS MinutesCITY COMMISSION MINUTES SEPTEMBER 24, 2018 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 24, 2018, at 3:00 PM, in the Railroad Depot Room, 2"d Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Patrick Austin Commissioner Patty Mahany (Arrived at 3:18 PM) Deputy City Manager Torn George (Arrived at 5 PM) City Attorney William C. Colbert City Clerk Traci Houchin Records Manager Pat Lee Absent: City Manager Norton N. Bonaparte, Jr. Mayor Triplett called the meeting to order at 3:12 PM. 1. Annual Board Interviews (new appointments) [Commission Memo 18-220] The City Commission interviewed the following board applicants: Brenden Seiforth; Julie Burruss; Joe Dalton; Ryan Handley; Adnan Haque; Christina Hollerbach; Sean Kelley; Marge Lacombe; Daniel Lewis; Mary Moskowitz, William McGrew; Stephanie Pilk; Horst Riechers; Victoria Robinson; Ron Semans; Venerando Sequenzia, Mike Smith; Brent Terwilliger; Sheena Fort. Mayor Triplett stated that he would like Board Appointments to be made at the November 12, 2018 Regular meeting. [At 4:32 PM, the Mayor called for a brief recess. The work session reconvened at 5:08 PM] 2. Discussion re: Property at 400 E. lst Street Deputy City Manager Tom George stated that a discussion was held at the CITY COMMISSION MINUTES SEPTEMBER 24, 2018 WORK SESSION last Work Session about the Chamber of Commerce, Welcome Center and Seminole Cultural Arts organizations all being housed in the current Welcome Center building. He clarified that the Chamber of Commerce voluntarily approached the City about moving and that the Chamber was not asked to move—this was the Chamber's decision. Several different developers have stated that they are looking for three acres or more of land and have contacted Mr. George. He noted that the City currently does not have any parcels this size. He gave a brief history of the Chamber building noting it was built in 1943 and sits on 1.2 acres of land that is currently worth $600,000. Both Commissioner's Woodruff and Mahany stated they wanted to wait until the Catalyst Site has been constructed to see what property values are at that time. Mr. George noted the current Chamber building was in need of repairs/renovations. Mayor Triplett was in favor of putting a RFQ out to "see what is out there". There was consensus among the Commission for Mr. George to come back with recommendations and prices to repair/renovate both buildings (Chamber & Welcome Center) as well as how to continue using the Chamber of Commerce building. 3. Regular Meeting Items — additional information. A. Riverwalk Phase III Seawall Construction Bilal Iftikhar, Director of Public Works & Utilities, stated that the bid came in $14,558 which was less than expected and that funding is available for the entire project. B. Water Treatment Plant Renovation Mr. Iftikhar showed both current and proposed pictures of the Mayfair Water Treatment tanks including proposed improvements. The work will be done in two phases: Phase 1 will consist of painting the water tanks. Phase 2 includes a new two story office building and fencing. 4. Briefing Items CITY COMMISSION MINUTES SEPTEMBER 249 2018 WORK SESSION Deputy City Manager George stated that the Historic Preservation Board (HPB) would like to have a joint work session with the Commission next month, noting they have Quasi -Judicial training planned also. Commissioner Woodruff recommended HPB meet with staff first, then the Commission can schedule the joint work session. There being no further business, the meeting adjou#d at 5:51 P.M.
