10-22-18 WS MinutesCITY COMMISSION MINUTES OCTOBER 229 2018 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, October 22, 2018, at 4:00 PM, in the Railroad Depot Room, 2" a Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams (Arrived at 4:15pm) Commissioner Art Woodruff Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. Assistant City Attorney Lonnie Groot City Clerk Traci Houchin Records Manager Pat Lee Deputy City Clerk Cathy LoTempio Absent: Commissioner Patty Mahany City Attorney William L. Colbert Mayor Triplett called the meeting to order at 4:10 PM. 1. Annual Board Interviews [Commission Memo 18-236] The City Commission interviewed new applicants for board members: Oliver Bond, Benjamin Dyal, Charles Gregg, Sr., Stefi Honey, Kenneth Lundy and Kelley Diona Miller. Rick Russi also interviewed for re -appointment to the Fire Fighters Pension Board. [At 4:38 PM, the Mayor called for a brief recess. The work session reconvened at 4:58 PM] 2. Development Services Discussion re: Animal Control, Rental Property Registration and Donation Bins, by Darrel Presley, Executive Director of Development Services. Mr. Presley discussed drafting the following Ordinances: • Rental Registration for Long and Short Term Agreements. It was the consensus of the Commission for Mr. Presley to move forward, using the same guidelines as Seminole CITY COMMISSION MINUTES County. OCTOBER 225 2018 WORK SESSION • Donation Bins — Mr. Presley and Mr. Groot will draft an Ordinance to limit the amount of donation boxes, (not exclude them). Mayor Triplett requested staff contact our lobbyist. • Animal Control — Mr. Presley would like to repeal the ordinance limiting the amount of animals allowed in a residence. 3. Discussion re: Rosemond Property by Bilal Iftikhar, Director of Public Works and Utilities. Mr. Iftikhar discussed the future use of the Rosemond Property for a parking lot and equipment storage facility for the Public Works Department. There have been traces of toxins at the location. It is the consensus of the Mayor and Commission for Mr. Iftikhar to send them the Environmental Studies report prior to making a decision on the property and to contact the property owner to ensure they will be willing to donate the property after December 2018. 4. FY 2018 Annual Report of Public Records Requests by Pat Lee [Commission Memo 18- 237] Ms. Lee presented FY 2018 Annual Report to the Commission with a list of records the public has requested along with the total amount collected in fees. 5. 2019 Proposed City Commission Regular Meeting Schedule by Traci Houchin [Commission Memo 18-238] Ms. Houchin presented the Proposed 2019 City Commission Regular Meeting schedule, noting that a Resolution will be an action item at the November meeting. Development Services Classification Pay Plan [Commission Memo 18-231] (RM 8.A) After a brief discussion pertaining to this item, the consensus was to take action on this item at tonight's regular meeting. B. Ten -8 Fire Equipment Purchase — Apparatus Repair Chief Radzak presented the delayed agenda item to the City Commission regarding a purchase order request for Ten -8 Fire Equipment for Apparatus Repairs. This item is on tonight's Consent Agenda for action. Mr. Bonaparte stated that the City has several projects this week: • Youth Council meeting Tuesday afternoon. Cedric Coleman from Utilities will be the guest speaker. • Police Department — Citizen's Academy • Ground Breaking Ceremony for the Riverwalk Phase III Projt Thursday morning.
