10-08-18 WS MinutesCITY COMMISSION MINUTES OCTOBER 892018 WORK SESSION The City Commission of the City of Sanford, Florida,. met in Work Session on Monday, October 8, 2018, at 5:00 PM, in the Railroad Depot Room, 2"d Floor, City Hall, and 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Patrick Austin (Arrived at 5:07 PM) Commissioner Patty Mahany (Arrived at 5:07 PM) City Manager Norton N. Bonaparte, Jr. Deputy City Manager Tom George City Attorney William C. Colbert City Clerk Traci Houchin Records Manager Pat Lee Mayor Triplett called the meeting to order at 5:06 PM. 1. Presentation re: DEO Grant Application [Commission Memo 18-227] Chris Smith, Project Manager, introduced Ginger Hoke and Rosemary Aldridge of Neel -Schaffer, Inc., continuing engineering consultants for the City, who gave a power point presentation on the $48,500 Florida Department of Economic Opportunity (DEO) (non- matching funds)grant the City was awarded. This planning assistance grant will provide the funding for a multi -modal connectivity plan to tie the downtown area to the waterfront and explore opportunities to connect with areas of interest across Lake Monroe. The plan will address connections to other existing and planned modes of transportation and development clusters to create synergy and harmony. CITY COMMISSION MINUTES OCTOBER 89 2018 WORK SESSION 2. Discussion re: Rescue Outreach Mission [Commission Memo 18-2291 Andrew Thomas, Community Relations & Neighborhood Engagement Director, gave an update on the status of Rescue Outreach Mission (ROM) training and technical assistance from Florida Housing Coalition, Inc. He distributed the final report summarizing the progress the ROM has made since its July 16, 2018 report as well as the areas of opportunity for continued growth. Mr. Thomas introduced Rosalyn Thomas, the new Executive Director of the ROM and Julia Howard, Chairman of the ROM Board of Directors, who each reviewed their qualifications and expectations for moving the Rescue Outreach Mission forward. 3. Regular Meeting Items — additional information Mr. Bonaparte noted that Work Session Item 1- DEO Grant Application, is on the regular meeting agenda tonight for action. 4. Briefing Items • Mr. Bonaparte asked Communications Officer Lisa Holder to come forward. Mrs. Holder distributed a flyer inviting the Mayor and Commission to the Groundbreaking for RiverWalk Phase 3 Seawall event to be held Thursday, October 25, 2018 at 10 AM. Partners Wharton -Smith, Inc, Conklin, Porter & Holmes, Engineers, FDOT, Seminole County Government as well as Central Florida Regional Hospital and the Central Florida Zoo representatives will also be in attendance. • Mrs. Holder distributed an informational flyer re: "Amendment 1 — Tax Break or Tax Shift" that will be on the November ballot. Commissioner Woodruff assisted her in the CITY COMMISSION MINUTES OCTOBER 8, 2018 WORK SESSION preparation of this information for the residents/voters and also asked that a link to the Seminole County Property Appraisers map be included on the web page along with the informational flyer. 0 Mrs. Holder distributed a flyer explaining that "Sanford Says" is the name for the newly established city podcast program that will cost the City minimal monies to promote the various city departments/information via audio recordings on the City's website. • Mrs. Holder advised she is a board member on the Florida Municipal Communicators Association with the Florida League of Cities. • Mr. Bonaparte noted that staff will meet with the Historic Preservation Board tomorrow, Tuesday night at 5:30 PM. • 400 E. First Street (formerly known as the Chamber of Commerce building): Mr. Bonaparte noted that the Chamber of Commerce will be exiting the building completely by the end of this year. Mayor Triplett said he would like to see a RFP for the site. After discussion, there was consensus among the Commission that once vacated, Parks and Recreation will take on the marketing and rental of the building and will inventory the building for artifacts. Staff is to move forward with developing an RFP that would include certain criteria that would need to be included in the proposals such as addressing parking needs, compatible with the proposed catalyst site development, etc. The Commission could consider any and all proposals but would not be obligated to accept any if not satisfied. • Mr. Bonaparte distributed the proposed Holiday Schedule for FY 2018. CITY COMMISSION MINUTES OCTOBER 89 2018 WORK SESSION • Mr. Bonaparte stated that the City Clerk's contract calls for an annual evaluation and asked who would do this function? It was the consensus of the Commission for the City Manager to facilitate it including input from the Mayor and Commission. • . Mr. Bonaparte distributed blank forms for his annual evaluation. The Mayor asked that each Commissioner complete their evaluation form and turn it in within two weeks. • Mr. Bonaparte stated he received a letter from the Sanford Central Florida Soap Box Derby requesting that Derby Park be renamed to "the Mike Kirby Park" in honor of his impending retirement from the City. • Mr. Bonaparte distributed a new business card "model" and asked that anyone who needs cards to contact him. Heritage Park project. Commissioner Mahany requested an update at the next meeting on the Commissioner Woodruff stated he has been meeting with Dan Ping regarding the golf cart ordinance and renewal permits, noting renewal notices are not mailed out by the City. Mr. Ping recommended an additional golf cart inspection be conducted at a proposed golf cart rodeo to be held in January, at which time residents can also pay their annual renewal registration fee. He requested the ordinance be changed to reflect the January 31St renewal date. There being no further business, the work session adjourned at 6:15 PM.
