12-10-18 WS MinutesCITY COMMISSION MINUTES DECEMBER 109 2018 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, December 10, 2018, at 4:09 PM, in the Railroad Depot Room, 2" a Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Velma Williams Commissioner Art Woodruff Commissioner Patrick Austin Commissioner Patty Mahany (Arrived 4:16 PM) City Manager Norton N. Bonaparte, Jr. Assistant City Attorney Lonnie N. Groot City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Absent: City Attorney William L. Colbert Mayor Triplett called the meeting to order at 4:09 PM. City Manager Bonaparte congratulated Jordan Smith, the City's Senior Planner on winning the run-off election for the City of Lake Mary. Jordan will represent District 1. Next, Mr. Bonaparte introduced Hannah, a student that is currently studying at Cornell University. Hannah just returned from Australia where she was studying international politics. He said that Hannah spent the day meeting with him and the Community Relations Department. 1. Discussion re: Midway Canaan Community Water Association, presented by Ms. Gloria Hillary Blake. Ms. Gloria Hillary Blake, Director of Midway Canaan Community Water Association, asked that the City Commission reconsider the rates charged for water with a bulk CITY COMMISSION MINUTES DECEMBER 10, 2018 WORK SESSION rate and re-establish a new contract. The invoice that she recently received reflects a 25% surcharge rate. She said that the majority of Midway residents are low income and cannot afford these rates. The Director of Public Works and Utilities, Mr. Bilal Iftikhar, informed the Commission, that the 25% surcharge rate is standard for all customers outside of the City limits. Assistant City Attorney, Lonnie Groot, suggested that the attorney's office review the request with the City's Finance Department and present recommendations to the Mayor and Commission at the first or second meeting in January. 2. Discussion re: Wayfinding Signs for Florida Logo's. Mr. George and local business owner, Ms. Christina Hollerbach, presented and discussed the Wayfinding Signs Program for the City's downtown businesses located on City owned streets. Ms. Hollerbach is one of the first business owners in Sanford to have State Wayfinding Signs on I-4. She said that this program is approximately $2,260, annually, per each direction, plus a set-up fee and requires specific qualifications (how long your business is open, length of time established, what amenities and facilities are available, etc.) She would like to see the City implement a Wayfinding Sign Program. She suggested that the City could develop an application along with the same criteria as the current Wayfinding Sign Program downtown. The program cost would be $695 for the signs and posts (to be placed on Seminole Blvd. and Fulton St.) with a $100 annual renewal fee. The applicants would be required to follow the state guidelines, pay their fees and meet all the state qualifications. 3. Regular Meeting Items CITY COMMISSION MINUTES DECEMBER 10, 2018 WORK SESSION A. First Reading of Ordinance No. 2018-4482, to provide standard procedures for property acquisitions and disposal of real property by the City delegating certain authority to the City Manager, presented by Chris Smith, Project Planner. Mr. Smith, discussed Ordinance No. 2018-4482, adopting Standard Operating Procedures (SOP) that would allow the City Manager to acquire and dispose of City municipally owned land, (not public land). City staff will create a logical, consistent and fair procedure, following the Florida State Statutes and City Codes giving the City Manager the authority to process paperwork on easements, small strips of land, (needed for projects) and purchasing power of up to $50,000. This would not pertain to acquiring or disposing of an acre of land. The SOP will have parameters, meeting the Mayor and Commission's requests. After further discussion, the City Commission decided to continue this item to February 11, 2019. 4. Briefing Items A. Discussion re: Little Red School House Property There was a consensus among the Commission to move forward with building residential cottage homes on the property. Staff will put together a request for proposals (RFP). B. City Manager's Annual Evaluation All evaluations are completed and Human Resources Director Fred Fosson will tally the results and present it at the next Work Session. C. Commissioner Mahany is working with the City Clerk's Office and the City CITY COMMISSION MINUTES DECEMBER 109 2018 WORK SESSION Manager on hosting a retirement celebration on January 14, 2019, for Vice Mayor William's 20 years of service. In addition, there will be small ceremony with a cake and light refreshments on January 28, 2019 in the City Hall lobby prior to the Swearing in Ceremony for Mayor Triplett, Commissioner Woodruff and Commissioner Wiggins. Lisa Holder passed out a copy of "My Sanford" magazine, which included an article on "Get to know Commissioner Wiggins". 5. City Manager's Comments Mr. Bonaparte asked the Mayor and Commission what their expectations are on the future of the Chamber of Commerce building. There was a consensus of the Commission to do a Request for Proposal (RFP) for the renovation and/or replacement for future use. Mayor Triplett said he would also like to look into a public-private partnership with the scope and characteristics of the downtown corridor. Mr. Bonaparte spoke with the City's lobbyist for the Florida League of Cities and said that they are prepared to speak at the January 14`h Work Session regarding the City of Sanford's interest in developing a legislative agenda. Mayor Triplett said he did not find it necessary for them to attend the meeting as staff will identify legislative issues and Mr. Bonaparte can communicate those to the lobbyist. Mr. Bonaparte asked the Commission to reach out to Lisa Holder on scheduling a night to speak at the next Citizen's Academy and advise her of any recommendations that they may have in mind for the academy. Commissioner Woodruff said that he recently met with Representative David Smith. He is looking forward to good things. Mayor Triplett reminded the Commission that his annual board appointments would take place at the next meeting. Commissioner Mahany recommended that Commissioner Elect Wiggins serve on the Seminole County Community Services Block Grant Committee, as she will be resigning. She said that they meet six times a year at the Reflections Building on Lake Mary Blvd. at 6:15pm. She will continue to serve on CALNO and the Chamber Boards. (TDC). Commissioner Austin will take a seat on the Tourist Development Council Lastly, Mr. Groot reviewed the process of the Warley Park appeal with the Mayor and Commission as this is an action item on tonight's agenda.
