WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work Session
on Monday, January 14, 2019, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City
Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the meeting to order at 4:20 PM.
Russ Gibson, Director of Planning and Development Services introduced
Julie Scofield, the City's new Historic Preservation Planner. Julie previously worked with
Volusia County for 12 years and has served on several Historic Preservation Boards.
Lisa Holder, Communications Officer, introduced Ava Fields, an intern
from Crooms Academy, who will be working with the Communications Department until
May.
Vice Mayor Williams said that she would publicly like to thank Charles
Davis and the Community Redevelopment Agency (CRA) for the beautiful roses she
received prior to the meeting today.

1. Presentation re: City's Website and ADA Compliance, by Bob Keegan, IT Director.
Mr. Keegan said that ADA Accessibility has become a large issue among
municipalities in that City websites are not ADA Compliant. There have been many
lawsuits surrounding this and it has become a hot topic. Therefore, it is currently the
number one priority in the IT Department. He has developed a team with several other
departments and they are meeting to discuss ideas on how to move forward. The IT Staff
has found a tool that may be able to minimize time and locate all non-compliant
information throughout the website.
2. Briefing items by Russ Gibson, Planning Department.
Mr. Gibson and Jordan Smith, Sr. Planner presented updates on the
following items:
• Sanford's Comprehensive Plan Update — Began in 2016, the City hired
consultants Polis and Bennett in 2017 and in November 2018, the City Commission
adopted the Ordinance for the Comprehensive Plan. The State of Florida reviewed
the plan and the City received a Notice of Intent finding the plan in compliance
with the State requirements and is now in effect. Special thanks to Mr. Smith along
with other staff for all their hard work on this project.
• Update on Silver Lake Area (Land Use Study) — Staff has coordinated with
Seminole County to send out letters, including a survey to all the stakeholders at
the end of this month, giving the public until February to respond so they can
schedule meetings.

• Proposed changes to the City's Planned Development (PD) Standards — the
purpose of the PD is to allow more flexible development practices rather than
traditional zoning standards. Planning will be asking for more open space
requirements, residential amenities, landscaping, and upgrading design standards.
Staff is currently working on this and will bring it before the Planning and Zoning
Commission in the next few months.
• Traffic Analysis for the East Lake Mary Blvd. Corridor — Mr. Gibson has
met with Seminole County to discuss and it was stated that ongoing analysis and
studies will continue to be conducted.
3. Sanford/FDOT Logo's Sign Program
Deputy City Manager Tom George said that the application has been
modified to a one-page application, which meets the City's criteria. At this time, the City
has one (1) applicant.
4. Discussion by Andrew Thomas — CDBG Submission of the 2017/2018
Consolidated Annual Performance Evaluation Report to HUD
Mr. Thomas provided a power point presentation. He stated that the plan
was submitted in December.
5. Regular Meeting Items
A. Midway Canaan Community Water
The applicant has asked that this item be continued to the January 28th
meeting as City staff snakes a few adjustments to the service area map.

6. Briefing Items
• City Manager Evaluation
® City Clerk Evaluation
There was a consensus among the Commission to take action at tonight's Regular
Meeting.
7. City Manager's Comments
* Presented the City's first podcast with Mayor Triplett
• Distributed a hand out supporting Open for Business that is featured in new
publications throughout the City.
Invited the Commission to attend the Citizens Academy
• Business Spotlight presentations will presented at our upcoming Regular Meetings
Lastly, Mayor Triplett distributed his annual Board Appointments. He
asked the Commission to review and if any changes are requested to let him know.
