02-11-19 WS MinutesCITY COMMISSION MINUTES FEBRUARY 119 2019 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, February 11, 2019, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin (arrived at 4:14pm) Commissioner Patty Mahany (arrived at 4:16pm) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Mayor Triplett called the meeting to order at 4:09 PM. 1. Presentation re: Opioid Litigation, by Lonnie Groot, Assistant City Attorney. Lonnie Groot introduced Mr. James Vickaryous, Mr. Michael Kahn and Mr. Michael McLean from the Vickaryous Law Firm to discuss the opioid litigations pending in Federal Courts. Mr. Vickaryous gave a brief history of his background and discussed the current issues with the Opioid epidemic in our Country. He asked the Mayor and City Commission to consider entering into and participating in the multidistrict opioid litigation that the Vickaryous Law Firm has prepared. 2. Presentation of Art Mural by the Public Art Commission and artist, Kristi Hamby. Mr. Gibson, Planning and Development Services Director, introduced Virginia Poe, Chairman of the Public Art Commission (PAC) along with other members of the PAC to present the First Call to Artist for the City of Sanford's Breezeway Mural. CITY COMMISSION MINUTES FEBRUARY 11, 2019 WORK SESSION Ms. Poe introduced the artist, Kristi Hamby, who gave a brief history of herself and described the mural. The City is assisting with prepping the outside wall at the Utilities entrance so that Ms. Hamby can begin painting this week. 3. Discussion re: Municipal Mobility, presented by Mr. Bonaparte. Mr. Bonaparte said the City of Sanford has joined the Municipal Mobility Working Group along with five other cities. Recently, the City has participated in two Uber pilot programs with the other cities and the group is now discussing expanding the program to include companies with the ability to utilize mobile apps. The Commission has been very disappointed throughout the pilot projects by the lack of information that Uber has not provided or shared with them. The Commission is interested in knowing who is using Uber to leave the City and who is using it to come into the City. Mayor Triplett suggested inviting Frank Martz, City Manager of City of Altamonte Springs, and an Uber representative to attend the next City Commission meeting and provide additional information on this project. Mr. Bonaparte agreed to reach out to Mr. Frank Martz. 4. Regular Meeting Items — additional information A. Midway Canaan Community Water Association, presented by Bilal Iftikhar, Director of Public Works/Utilities. [Commission Memo 19-039] Mr. Iftikhar, Bill Marcous, Utilities Manager, and Gloria Hillary Blake, Director of the Midway Canaan Water Association have reached a solution that is amicable to both parties. As Mr. Iftikhar distributed revised maps, he stated that both parties have agreed that the City will no longer charge the 25 percent surcharge to Midway Canaan CITY COMMISSION MINUTES FEBRUARY 119 2019 WORK SESSION Water Association. Ms. Blake does not support the surcharge, as it is to cover servicing lines and meters, which the City does not service. Therefore, she is requesting the City to remove the surcharge that was placed on the account retroactive to October 1, 2018. Mr. Iftikhar's recommendation is to remove the surcharge going forward. City Attorney Colbert stated that the surcharge is for reading meters and repairing lines; however, it is for the City to have capacity needs met in order to serve customers who are not located within the City limits. After further discussion, the City Commission decided to take action at tonight's meeting. Mayor Triplett asked the Finance Director to provide the total amount owed in surcharge fees prior to tonight's meeting. B. Request from the Sanford Housing Authority, presented by Andrew Thomas, Community Relations and Neighborhood Engagement Director. Mr. Thomas provided information to the Commission and introduced, Mr. Joe Chambers from Gardner Capital, Inc., speaking on behalf of Redding Gardens Development LLC., in regards to the Georgetown Square Development Project. Mr. Iftikhar said the City is taking impact fee credits from all three parcels and applying them to one parcel in order to move forward with the development. Although there may be some credits left over, there may be additional impact fees to the developer who wants to develop on the other parcels. In 2015, the City Commission approved a $50,000 contribution to apply to the tax credits; however, it was not a formal motion. Mr. Colbert said that he would modify the language to tonight's agenda for a formal motion. Due to the timing of the State and the lack of funding, this project has been delayed for the past four years. The developer CITY COMMISSION MINUTES FEBRUARY 11, 2019 WORK SESSION now has additional funding and closing documents that need to be executed. He is ready to start the project. After further discussion with Mr. Chambers, Mayor Triplett recommended that he provide the City Attorney's office with the closing statements, including financial statements and be ready put a shovel in the ground within 90 days. 5. Briefing Items Tim Raines Day, by Commissioner Austin. Commissioner Austin and Mike Smith resident and business owner and a member of the Sanford Museum Board have been working on an event in March, `Tim Raines Day'. Mr. Raines has agreed to come to Sanford the weekend of March 7th. Airline tickets have been purchased for him and his family to fly in from Arizona. The hotel has been booked and a rental car has been reserved. Commissioner Austin asked the Commission to consider paying all travel and per diem expenses. This will be a huge event for the City of Sanford, as Tim Raines is a baseball Hall of Famer that was born and raised in Sanford. He played baseball and supported several charitable organizations throughout the City of Sanford. The schedule of events will be held from March 7 to March 9, 2019. In addition, Commissioner Austin along with Mr. Smith would like to do something very special in honoring Mr. Raines by: 1) naming Mellonville Avenue from Celery Avenue to 8th Street, to `Tim Raines Way', Drive or Highway, or 2) re -naming the stadium, to the `Tim Raines Complex' with the sign reading Historic Sanford Memorial Stadium at the Tim Raines Complex. After further discussion regarding the two options, Commissioner Austin and Mr. Smith said they will provide an update to the Commission at the February CITY COMMISSION MINUTES FEBRUARY 11, 2019 WORK SESSION 25, 2019 City Commission meeting including the total amount for expenses. 6. City Manager's Comments • The City celebrated Arbor Day today in honor of Ms. Thelma Mike; • The Mayor and City Commission have been invited to a three-hour tour of Seminole County Schools; • Mr. Bonaparte would like to meet with the City Commissioners individually regarding his recent evaluation; • Mr. Bonaparte suggested scheduling a Special Commission Meeting with the Mayor and Commission to review their priorities for this fiscal year. Commissioner Woodruff will be introducing the Cub Scouts to perform the Pledge of Allegiance at the Regular Meeting this evening. Commissioner Mahany invited everyone to attend the PVI Ventura Event on March 12, 2019. She will let the Commission know the time atithe next meeting.
