Approve a purchase order for contract laboratory analysis and sampling services to Pace Analytical Services, Inc. for the City's water and wastewater treatment facilities in an amount not to exceed $60,000. B. Approve the purchase of a 2019 Combination Jet/Vacuum Truck from Pat's Pump and Blower in an amount not to exceed $391,560. C. Approve special event permit with a noise permit and a waiver to Sanford's City Code 90-9 Eligibility for permit for carnival, circus or similar activity for the `Seminole County Fair' from Friday, March 22, 2019 through Sunday, March 31, 2019. D. Approve special event permit with an additional street closure for the 81h Annual Pints `N Paws Craft Beer Festival' on Sunday, March 23, 2019. E. Approve Mr. Vickaryous to engage in the Federal multidistrict opioid litigation on behalf of the City on a contingency basis as agreed upon between the City and Mr. Vickaryous. J. Approve the City of Sanford Housing Authority of the City of Sanford/The Orlando Housing Authority Agreement relating to Impact Fee Payments. Vice Mayor Woodruff moved to approve Consent Items A — I. [Commission Memo 19-034] Commissioner Mahany moved to approve the first reading of Ordinance No. 2018- 4482 with revisions limiting the amount the City Manager can spend to the authorization implemented in the City's Purchasing Policy and may dispose of property with concurrence of the City Attorney. Seconded by Commissioner Austin and carried by vote of the Commission as follows: Mayor Triplett Aye Vice Mayor Woodruff Aye CITY COMMISSION MINUTES FEBRUARY 119 2019 REGULAR MEETING Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye In addition to Resolution No. 2773, Vice Mayor Woodruff moved to approve waiving the additional $7,176.04 surcharge to be cancelled not pro tunc back dated to October 1, 2018 and review the 25% surcharge every three years. Seconded by Commissioner Austin and carried by the vote of the Commission as follows: Mayor Triplett Aye Vice Mayor Woodruff Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye Ms. Viola Posley, from the Midway Canaan Water Association Board, approached the podium to ask the Mayor and Commissioners to pull the above two items and continue to the February 25, 2019 City Commission Meeting so that the new board members could review the agreement with staff to understand the charges. After further discussions, Vice Mayor Woodruff moved to reconsider Resolution No. 2773, and hold off on waiving the $7,176.04 until further review. Jenkins Circle, stated her neighborhood has significant traffic issues. She has been working with Ricky Johnson, the City's Sign & Traffic Coordinator, but would like to see speed tables installed to help with the speeding. She is organizing a Neighborhood Watch group and going to have the police department come and instruct them on what they can do. The Mayor asked Mr. Iftikhar and Chief Smith to meet with her and help come up with a resolution.
