03-11-19 WS MinutesLVfJ APPROWD CITY COMMISSION MINUTES MARCH 11, 2019 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, March 11, 2019, at 4:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany (arrived 4:15pm) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Absent: Mayor Jeff Triplett Vice Mayor Woodruff called the meeting to order at 4:13 PM. Mr. Bonaparte asked Jeff Davis, Project Manager for the Public Works and Utilities Department to provide staff with an update on Seminole Boulevard. Mr. Davis explained the reason for the road closure on Seminole Boulevard. The contractor is replacing all drainage pipes under Seminole Boulevard prior to the seawall and Riverwalk construction. This portion of Seminole Boulevard will be split into three sections. Maps and information are available on the City's website. They were also distributed to residents and businesses that will be affected. Seminole Boulevard will be closed approximately 5 - 6 months, depending on conditions and only local traffic will be able to access the road. 1. City Financial Report — 4th Quarter Ended September 30, 2018 by Cindy Lindsay, Finance Director. CITY COMMISSION MINUTES MARCH 11, 2019 WORK SESSION Ms. Lindsay presented the City's 4"' Quarter Financial Report. She said that $2 million of the general fund would be added to the reserves. $300,000 of that amount came from FEMA reimbursements from Hurricane Matthew. No reimbursements received from Hurricane IRMA to date. $710,000 came from the Cops Grant. These positions are currently vacant. The remaining funds came from salary savings. Mayfair Golf Course ended the year in the positive because of transfers to the account; however, without that it would have ended in the negative. FRS costs went down because the City paid for all personnel on FRS, not just the special list employees. 2. Discussion among the Commission to identify and reach a consensus on goals and objectives for the next two (2) years. Mr. Bonaparte handed out the list of items that he has received to date from the Mayor & Commission: Vice Mayor Woodruff listed the following_ • Hold development to higher standards. * Greater outreach to neighborhoods. The Police Department is doing a great job. It is up to the Commissioners to be more active in meetings. • Want to see more productive Work Sessions, focusing more on the next meeting. • Organize a list of improvements using the $500,000 from the reserve fund. • Contact the YMCA for ideas on better Youth Programs. • Find grants to assist with the renovation of the Civic Center. • Move forward with rezoning single-family homes in the Goldsboro Community. CITY COMMISSION MINUTES MARCH 11, 2019 WORK SESSION Commissioner Wiggins listed the following: • Organize a Youth Program or center for teenagers to stay open later in the evenings with activities to help keep kids off the streets. 0 Help strengthen `My Brother's Keeper Program'. • Enhance `Senior Programs'. 0 Better housing in the Georgetown and Goldsboro areas. • Continue enhancing `The Young Men of Excellence Program'. Commissioner Austin listed the following: • Continue to work on being business friendly for new `Open for Business' owners. Provide better list of things business owners need ahead of time. Possibly tie permit costs in with their utility bill. • Wants to see more trade schools. • Find a way to keep police officers working with the City. Look at a sponsorship program. • Event space by the airport. • Request the new owners of the former Mayfair Hotel to maintain the landscaping while waiting for the construction to begin. Commissioner Mahany listed the following: • Address the consistent problem with the homeless situation, especially on SR46 and Rinehart Road with all the grocery carts filled with trash. CITY COMMISSION MINUTES MARCH 11, 2019 WORK SESSION • The campaign signs on Rinehart need to be cleaned -up. • Doesn't want see the same thing to happen with the Mellonville Schoolboard Property (renovations) as was done with Mayfair Golf & Country Club. • Do not close Fire Station #38. • The mall area needs improvements, especially the landscaping and the overflow of cars from Field's Chrysler. • Contact FDOT to address the landscape maintenance and trash that is continuously on SR 46. • Establish a relationship with the hospital personnel regarding the construction of another new hospital. • The Civic Center could use a few minor renovations and possibly an additional building, but overall it is a great place for events. All of the Commissioners agreed that there is a need for a new Fire Station on Lake Mary Boulevard. Chief Radzak informed the Commission he is meeting with the Fastenal Company to ask about using some of the property that they are acquiring for a new fire station. Mr. Bonaparte asked the Commission to prioritize their requests so that staff can begin working on these priorities. Darrell Presley, Director of Development Services updated the Commission regarding the Citizen Serve Permit Process. All building permits are going through the CITY COMMISSION MINUTES MARCH 11, 2019 WORK SESSION online portal and staff is directing all other licensing and Business Tax Receipts (BTR) to the portal. The goal is to have 95% of services, go through the portal by the end of this year. Community feedback has been very positive, as the majority of the contractors use online services with other entities. Staff has done very well walking customers through the process. Jerry Sullivan informed the Commission there might be grants available for restoration of Schoolboard Property. Mr. George, Deputy City Manager, will be present a list of repairs needed and plans for the Schoolboard Property at the next meeting. Mr. Bonaparte informed the Commission that the old Mayfair Hotel has new owners and will be renovated with an event center for private events and meetings, which should operational by 2021. There being no further business, the meeting adjourned at q:10 P.M. Mayor Jeff Tripye
