Present: Mayor Linda Kuhn Vice Mayor Art Woodruff Commissioner Velma Williams Commissioner Randy Jones Interim City Manager Tom George Assistant City Attorney Lonnie Groot City Clerk Janet Dougherty Administrative Specialist Pat Lee Absent: City Attorney William L. Colbert Mayor Linda Kuhn called the Work Session to order at 5:04 PM. 1) Sanford Manufactured Gas Plant — budget amendment — discussion. (Regular Item 6.E) [Commission Memo 10- 114.E] Interim City Manager Tom George clarified that this budget amendment does not require any additional money and is on the Consent Agenda for action at tonight's regular meeting. 2) Community Redevelopment Agency — qualifications of board member. (Regular Item 6.I) [Commission Memo 10- 114.1] Mr. George explained that one of the current members does not meet the qualifications required to serve on the CRA and staff is requesting authorization to advertise for new applicants to fill this vacancy. It was the consensus of the Commission for staff to solicit applications from interested persons and to bring them forward for interviews. 2010-154 CITY COMMISSION MINUTES June 14, 2010 WORK SESSION 3) Seminole Blvd. traffic accident — briefing. [Commission Memo 10 -122] Mr. George reviewed staff's findings and recommendations for traffic calming measures adjacent to Fort Mellon Park. Staff intends to construct a raised cross -walk located on the Seminole Blvd. side and some minor landscaping measures as well as installation of flashing lights and stop signs to raise awareness of the cross -walk. Improvements are estimated to cost approximately $15,400 to be paid out of second generation 10 sales tax. 4) Reimbursement to withdrawn candidate — discussion. (Regular Item 6.J) Janet Dougherty, City Clerk, noted this item is on the Consent Agenda for action at tonight's regular meeting. The Mayor clarified the candidate would be reimbursed any fees related to his candidacy that were paid to the City. 5) Agenda Items — additional information and/or questions Mr. George noted Item 7.0 was being removed from the agenda due to a publishing error and clarified that the amount for Item 7.F is $28,929. The Commission briefly discussed cancelling the June 28, 2010 regular meeting and Mayor Kuhn stated she would bring this item up for action at tonight's regular meeting and noted that the Waste Pro Public Hearing was also scheduled for June 28 Russ Gibson, Director of Planning and Development Services, stated that staff will notify the interested parties in writing of the change of date for the public hearing. Mayor Kuhn briefed the Commission on issues at the Sanford Housing Authority and felt the HUD report was unfairly scathing to the board members, noting 2010-155 CITY COMMISSION MINUTES June 14, 2010 WORK SESSION HUD had not met with the board members prior to issuing their report. She noted she is looking at restructuring the board and spoke in support of the proposed demolition of Lake Monroe Terrace provided HUD issues housing vouchers for the 87 residents that reside there. Mayor Kuhn will be meeting with Congresswoman Brown and Congressman Mica, noting Congressman Mica had indicated he was willing to ask that the $4 million HUD loan be forgiven. City Clerk Janet Dougherty distributed agenda's for the June 16` Retreat, June 21, 2010 Special Meeting and the July 1 St Budget Work Session. 7) End the meeting.
