PROFESSIONAL CONSULTING SERVICES A. The Consultant shall provide the following professional engineering services for the design and permitting of a "new" split -face concrete block security wall, "news' architectural entrance gate, security fencing, landscaping and irrigation modifications, a deceleration/queuing lane along US Highway 17-92, and associated improvements along the front of the Sanford North WRF to include the following tasks: 1) Development of a "conceptual' layout plan for the proposed improvements. 2) Preliminary Engineering Design of the proposed improvements. 3) Final Engineering Design of the proposed improvements. 4) Permitting of the proposed improvements. 1 B. "Conceptual" Facility Wall, Gate, Security Fencing and Landscaping Improvements Layout 1) Review of Existing Conditions a. Review of "existing" surface conditions at the Sanford North W RF along the route in which the "need' split -face concrete block wall with columns, entrance gate, security fencing, landscaping and irrigation modifications, deceleration/queuing lane along US Highway 17-92, and associated improvements will be constructed. b. Review of the "existing" utilities along the route in which the "new" split -face concrete block wall with columns, entrance gate, security fencing, landscaping and irrigation modifications, deceleration/queuing lane along US Highway 17-92, and associated improvements will be constructed. 2) Development of a "conceptual' layout for the "proposed' improvements. C. Workshop No. 1 - "Conceptual" Improvements Plan 1) Conduct a meeting with Utility Department Staff to discuss the following: a. The "current' surface and subsurface conditions along the route in which the "new" split -face concrete block wall with columns, entrance gate, security fencing, landscaping and irrigation modifications, deceleration/queuing lane along US Highway 17-92, and associated improvements will be constructed. b. Review of the "proposed' improvements. c. Discussion of "future" improvements (closing off front entrance, new bridge, etc.) and their impacts on the "proposed' improvements. d. Review of the maintenance requirements for the proposed improvements. D. Preliminary Engineering of the "Proposed" Improvements at the Sanford North WRF 1) Professional surveying of the area within which the improvements are to be constructed. 2) Geotechnical subsurface evaluation of the area within which the "new" split -face concrete block wall improvements are to be constructed. 3) Preliminary engineering of the "proposed' split -face concrete block wall, entrance gate, security fencing, landscaping and irrigation modifications, deceleration/queuing lane along US Highway 17-92, and associated improvements at the Sanford North WRF consisting of, at a minimum, the following infrastructure: a. Split Face Concrete Block Wall (1) A 10 -12 foot tall "split -face" concrete block wall (beige -tinted block to match the buildings at the,Sanford North WRF with two courses of light block (one course near the top of the wall and one course near the bottom of the wall). (2) Reinforced structural footer to support the new "split -face" concrete block wall and structural steel wall reinforcement for tropical event wind loads. (3) Concrete "split -face" block columns every 30 - 40 feet along the length of the wall. (4) Precast, beige tinted concrete caps on top of both the "split -face" concrete block wall (flat) and the columns (decorative). b. Entrance Gate (1) A "new" heavy-duty, architectural, aluminum rolling gate and keypad system. (2) Modification of the front entrance to install the new gate system and integrate it into the new "split -face" concrete block wall. (3) Lighting system and entrance sign modifications. c. Security Fencing System (1) Design of a security fencing system on the south and west sides of the Sanford North WRF. (2) The security fencing system shall consist of nine (9) foot tall, black PVC -coated chain link fencing, with one (1) inch diamond mesh (minimizes fence scaling) and both a top and bottom rail. (3) Design of a stabilized bank system along the south property line between the solar dryer and Fulton Street. d. Landscaping and Irrigation Modifications (1) Landscaping ellipses installed immediately north of the "new" split -face concrete block wall. (2) Excavation and replanting of a portion of the "existing" trees along the front of the facility, if possible, along the east and south facility property line. (3) Irrigation system modifications. e. Deceleration/Queuing Lane along US Highway 17-92 (1) A deceleration/queuing lane shall be added at the new front entrance of the Sanford North WRF (west side) to ensure that large sludge and chemical delivery trucks/tractor-trailers can safely exit off of US Highway 17-92 while waiting to gain entrance into the treatment facility and not block traffic on the roadway. f. Development of an Implementation Schedule and Opinion of Probable Construction Cost for the proposed improvements at the Sanford North WRF. 3 E. Workshop No. 2 - Preliminary Engineering Design Review 1) Conduct a meeting with Utility Department Staff to discuss the preliminary engineering design and, at a minimum, the following elements: a. Civil engineering elements. b. Structural and mechanical components. c. Electrical and Lighting elements. d. Landscaping and irrigation system layout. e. Operations and maintenance considerations. 2) Incorporate Utility Department Staff input and review comments into the final design. F. Final Engineering Design of the "Proposed" Improvements at the Sanford North WRF 1) Prepare a final site layout for the "proposed" split -face concrete block wall with columns, entrance gate, security fencing, deceleration/queuing lane, landscaping and irrigation modifications and associated improvements at the Sanford North WRF in accordance with all local regulations. 2) Prepare the civil, structural and mechanical design for the "proposed" improvements and set preliminary grades. 3) Prepare the electrical and lighting design for the "proposed" improvements. 4) Final design of the "proposed" improvements at the Sanford North WRF (site surveying; geotechnical investigation; civil, structural, mechanical and electrical engineering; landscaping and irrigation systems, etc.) and preparation of Project Contract Drawings for permitting and construction. 5) Preparation of the Technical Specifications for the "proposed' improvements at the Sanford North WRF for permitting and construction. 6) Preparation of an Opinion of Probable Construction Cost (OPCC) for the "proposed" improvements at the Sanford North WRF. G. Permittina of the Proaosed Immovements at the Sanford North WRF 1) Conduct a pre -application permitting meeting with local regulatory authority (City Building Department) to go through the design of the "proposed' improvements at the Sanford North WRF; thereby "stream -lining" the permitting process. 2) Preparation of all pertinent permit application forms associated with the "proposed' improvements at the Sanford North WRF and all accompanying documentation for submittal to the City Building Department. 4 2. ITEMS NOT INCLUDED IN THIS SCOPE OF SERVICES A. This Scope of Services does not include the following professional engineering service: 1) Design of a security camera system around the Sanford North WRF. 2) "Post" Design Services and Construction Engineering, Inspection and Management (CEIM) Services associated with the construction of the "proposed' improvements at the Sanford North WRF. 3) Design of a bank stabilization system along the portion of Mill Creek that flows through the southern portion of the Sanford North WRF property. 4) Fees associated with permitting of the "proposed' improvements. B. These professional engineering services shall be added, at a later date, as an amendment to this Scope of Services, or under a separate Scope of Services presented to the City of Sanford Utility/Public Works Department, if desired by the City Staff. C. This Scope of Services can be extended, if the terms and fees are agreed to by both parties. 3. PAYMENT A. FISCAL/STAFFING STATEMENT: The amount of the award is $69,918, funds are available in the Utility Enterprise Fund, and the project has been budgeted for in the Capital Improvement Plan. BACKGROUND: The purpose of the project is to design and permit a long planned split -face concrete block wall, a new architectural entrance gate, security fencing, landscaping and irrigation modifications, and a deceleration and queuing lane into the facility. These improvements will serve to secure and conceal the plant facility from the traveling public in vehicles and along the Riverwalk. CPH is on the City preapproved Continuing Services list and the award is consistent with the Consultants Competitive Negotiation Act (CCNA) requirements. The attached Scope of Services describes the tasks involved with the design and permitting of the work performed. LEGAL REVIEW: Legal review was not requested. RECOMMENDATION: Staff recommends that the City Commission approve the award for design and permitting services for the Sanford North WRF to CPH in the amount of $69,918. SUGGESTED MOTION: "I move to approve award of the design and permitting work for the entrance wall and associated improvements to the Sanford North WRF in the amount of $68,918." Attachments: (1).
