Project Approach Neel -Schaffer will provide services under this contract out of our local Sanford office where our Project Manager, Ginger Hoke, PLA, and our Project Principal, Rosemary Aldridge, PE, are located. We will staff this project with a multi -disciplined team with expertise in a wide range of areas that can respond to any potential needs or opportunities presented by the City. A. State your firm's technical approach to the project and the interpretation of the scope of services required. The City is requesting consultant services to help them maximize the benefits available from grant resources and to ensure the commitments and requirements for the grant are fully met. To meet these goals, we have assigned an experienced local Project Manager, Ginger Hoke, PLA, who has extensive experience with many grant sources in the State of Florida and also has a thorough understanding of the City's business and operations. Ginger has lived, worked, volunteered, and owned businesses in the City of Sanford for over 15 years. She has also served in a similar position for Seminole County as the Principal Trails Coordinator during which time she developed projects to promote a $25 Million Natural Lands Referendum that provided trail funding to implement numerous mile of the Greenways and Trail Master Plan that she developed. She worked with team members, municipalities and adjacent counties to apply for numerous successful grants that generated funding for land acquisition and trail development. She was instrumental in obtaining grant money for the Cross Seminole Trail, Flagler Trail, Seminole Wekiva Trail and Sanford's Riverwalk. These experiences have given her the level of knowledge and commitment to Sanford to fulfill this grant consulting role in a very unique and positive way. She is currently serving the City of Sanford on a Florida Department of Economic Opportunity Technical Assistance grant that Neel -Schaffer identified, brought to the City, and developed the successful application to win the grant. Ginger will work closely with Rosemary Aldridge, PE, to share knowledge of City operations and opportunities. Rosemary currently leads project development efforts with the Public Works Department and serves on the City's Historic Preservation Board, the Central Florida Zoo Facilities Committee, and the newly formed Sanford Citizen's Academy Advisory Board. Ginger and Rosemary have both worked closely with the City in these capacities, and together, they bring a complete understanding of the City's goals and how to get things done. Additionally, they understand the importance of follow-through and will work with the granting agency to be sure that all rules are followed, and that funding requirements and deadlines are met. B. Define the adequacy of resources, including personnel, labor, equipment and supply resources, and other requirements to provide the requested services. Neel -Schaffer is a 500 -person engineering and planning firm, and the main form of funding for our municipal projects is state and federal grant money. Grant Application — the process of applying, gathering information, and satisfying the application requirements Strategy: Neel-Schaffer's team includes former municipal staff who are experienced and successful grant writers and understand how to present information to meet grant criteria and how to develop projects to match them. Grant Award/Implementation — the process of starting and acknowledging requirements of the grants Strategy: Neel -Schaffer takes a proactive approach in tracking dates of award and initial action items that can come up very quickly. By knowing what is expected and being prepared in advance, all deadlines for submittals can be met and managed. Grant Management and Administrative Services — the process of managing the standards and requirements of the grant/grantor Strategy: Neel -Schaffer will assign a Grant Coordinator for each grant who will work with the City's contact to identify grant requirements and sources of information, track commitments and completion, and prompt the City as information is needed. Grant Closure — the process of completing and closing the grant/project and fiscal year requirements Strategy: Our Team understands that the administration of a successful grant often leads to more grants. Our careful attention to details and our ongoing relationship with the grantor will ensure that projects are closed out and well-documented. Act as Liaison between the City and the Grantor Strategy: Neel -Schaffer will act as both a liaison and an advocate for the City to ensure that the grantor is aware of any issues or concerns with the timing or submittals required by the grant and to ensure that the City receives the maximum benefit possible under the grant. We will work with the grantor to identify additional grants and opportunities to help the City implement their plans and maintain their facilities. D. Provide a typical response time and/or project implementation schedule for proposed services including any management and planning strategies. Neel -Schaffer provides immediate response to any requests by the City of Sanford from our dedicated staff in our local Sanford office. Ginger Hoke and Rosemary Aldridge will be immediately available to respond and attend meetings with the City. As our primary client and focus in the Sanford office, work for the City of Sanford is our #1 priority. E. Provide information regarding any proposed innovative concepts that may enhance the value and quality of the services to be performed. Several factors contribute to grant success including: • Identifying grant opportunities early and allowing enough time in the process to fully develop • Identifying grant types most suitable to the City • Fully understanding grant criteria and matching grants to the right projects • Developing and communicating a compelling grant proposal • Quality assurance through independent team member providing quality and compliance checks throughout grant administration process Key strategies our team will bring to accomplish these tasks include: Identifying Brant opportunities early and allowing enough time in the process to fully develop: Neel -Schaffer retains a government affairs specialist in Washington, D.C. to keep our leadership and funding experts appraised of upcoming funding sources, analysis of trends, and early notice of regulation changes that may affect our clients. Our leadership is heavily involved with several key organizations to stay abreast of funding opportunities, such as: • American Council of Consulting Engineers • American Planning Association • Florida Redevelopment Association • Institute of Transportation Engineers • Florida Department of Transportation • American Public Works Association • Wireless Infrastructure Association • Florida Brownfields Association • Safe Routes to School National Partnership • Rails -to -Trails • American League of Bicyclists • Florida Water and Environment Association. Identifying grant types most suitable to the City: Having a local presence in Sanford, we regularly attend board meetings and other public meetings and stay appraised of City business through news and social media. We understand the City's concerns about pursuing grants requiring extensive matching or other commitments that will make it difficult for the City to meet. In our experience, the best way to find grant funding is to identify and track sources that have the most favorable grant criteria for the City, and developing projects with these grants in mind. Oftentimes, we develop projects, identify need and then pursue funding through grants or alternative funding methods. RL NEEL—SCHAFFER So,utions ,.o.. .. build Page 45 i a ti FINANCE r EPARTMENT Fully understanding grant criteria and matching grants to the right projects: As previously stated, it is important to identify funding sources early in the planning of projects to ensure that projects fully meet the intent of the grants and can successfully be awarded funds. Having experienced grant staff who are familiar with the funding agencies and have been awarded grants from the granting agency before also helps to ensure a complete understanding of what the grantor is looking for, what to expect if awarded, and how to manage the grant through implementation. Developing and communicating a compelling grant proposal: Using staff experienced in working with the various grant agencies, and who understand what the grantor is looking for, goes a long way in building a successful grant application. Developing and communicating a winning grant approach requires excellent writers but also eye-catching graphics and compelling data. Neel -Schaffer utilizes our in-house professional graphics design team and the latest software to create before and after photosimulations and 3-D renderings to help the grant selection committee visualize the project. We have in-house drone photography capabilities to depict project attributes within an overall context. Our graphics services ensure that the City's grant applications stand out and portray the same level of innovation as the projects themselves. Our experience shows that most of our successful grants have included design concepts that serve multiple stakeholders, form partnerships, increase safety, improve community image and provide better connectivity. Listening to stakeholders and understanding their visions and needs ensures that our design solutions will be well-received. Oftentimes, partnerships formed at this stage lead to interlocal agreements for maintenance, programming and policing partnerships. This is important for the long-term success and sustainability of the project.
