07-22-19 WS MinutesCITY COMMISSION MINUTES JULY 22, 2019 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 22, 2019, at 4:30 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany (Arrived 4:37pm) City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Absent: Mayor Jeff Triplett Vice Mayor Woodruff called the meeting to order at 4:36 PM. 1. Effective Supervisory Practices — Recognition of Employees by Fred Fosson, Director of Human Resources and Risk Management. Mr. Fosson introduced, congratulated and presented certificates to the employees who attended the Effective Supervisory Practices Class. 2. Fire Department Update by Chief Radzak Chief Radzak distributed a handout and presented a power point presentation for the Fire Department. 3. Riverbend Community Development by Russ Gibson, Director of Planning and Development Services. Mr. Gibson presented a power point presentation on the Riverbend Community Development. He explained the services that the City provides and the cost CITY COMMISSION MINUTES JULY 22, 2019 WORK SESSION benefit assessment benefiting all properties. After a brief discussion, the Commission was pleased with the report and did not require additional information. Vice Mayor Woodruff suggested that City staff review all new developments for annexations going forward. 4. Regular Meeting Items A. Ordinance No. 4511, modifying Schedule D by Jordan Smith, Senior Planner. (RM 7A) Mr. Bonaparte continued this item to the August 12, 2019 meeting. B. Ordinance No. 4513, relating to City Municipal Cemetery Designation by Chris Smith, Project Manager (RM 7B) Mr. Smith defined the agenda memo and the Ordinance to the Commission. 5. Continuation of 2020 Budget Discussions Mr. Bonaparte discussed using an additional $500K from the current (Fiscal Year) Capital Budget. At the July 10, 2019 Budget Meeting, Vice Mayor Woodruff recommended that City staff use these funds on deferred maintenance items that have been put off and are noticeable to the public. Staff provided a list to Mr. Bonaparte that included Mast Arms painting and Landscaping on SR46 from French Avenue (west to the overpass). After a brief discussion, this item will be continued to the August 12th meeting. Commissioner Austin asked about the status of the City's Welcome Signs. Mr. George said the original signs were poorly designed and that staff is working on new signs. In addition, Commissioner Austin asked several questions as to what the additional funds will be used for with regards to the Mellonville project. A few of the questions posed CITY COMMISSION MINUTES JULY 22, 2019 WORK SESSION are what repairs are included in the $300K, how long will they take and what will the remaining $200K being used for? Mr. George stated that the building repairs include a new air conditioning system, painting, a new fire escape and additional restrooms. He said that the restrooms would be located separate from the main building near the trail. They will have two (2) stalls on each side (one ADA and one regular stall) and a utility room in between, with a water fountain on one side of the building. He expects this to take a few years. New equipment such as zero turn mowers will be purchased with the remaining funds. The current equipment is 10-12 years old. After a brief discussion, this item will be continued until the August 12th meeting. 6. Briefing Items 7. City Manager's Comments According to the Charter Amendment, the City Commission salaries will be adjusted on an annual basis; therefore, Mr. Bonaparte asked the Commission when they would like the salary increase occur. The consensus among the Commission was that the adjustment should take place on October 1 each fiscal year. Mr. Bonaparte asked Robert Beall, Parks and Grounds Manager, to provide an update on the status of the Riverwalk repairs damaged during Hurricane IRMA. Mr. Beall provided a summary of the project. FEMA approved the project and granted the City $136K for the repairs. The lowest bid came in at $205K so an agenda memo will be prepared for the Commission to approve the additional funds. CITY COMMISSION MINUTES JULY 229 2019 WORK SESSION Mr. Bonaparte addressed the signs "No Dorms on Park". Mr. Gibson stated the proposed buyer for the property located at 519 Park Avenue, will be having Seminary Classes and Training along with accommodating living quarters. On July 10, 2019, the proposed buyer held a Citizen's Participation meeting, in which the City was not properly notified. No formal application has been provided to the City. Vice Mayor Woodruff said in the future, the Commission should be notified of all CAPP Meetings. He will be meeting with the proposed buyer this week. Commissioner Mahany said there is a dead tree on Country Club Road in front of the golf course entrance. She asked staff to remove it before it causes an accident. Also on SR46 and Martin Luther King Drive there is a large trailer advertising a business. She would like it removed as well. Darrel Presley said, this is a Seminole County Right- of-way and he will notify them. Commissioner Wiggins invited everyone to the Westside Center on Saturday, August 3, 2019 from 2:OOPM to 5:OOPM for the Goldsboro Dr. Velma Williams.
