Present: Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Approve the special event permit with a noise permit and street closures for `Halloween on 13th' on Thursday, October 31, 2019. B. Approve the submission of the Community Development Block Grant (CDBG) One Year 2019-2020 Annual Action Plan to the Department of Housing and Urban Development. Approve waiver of interest on three municipal liens for the property located at 939 CITY COMMISSION MINUTES JULY 229 2019 REGULAR MEETING Historic Goldsboro Blvd., also known as 1301/1303 Williams Avenue; Owners, Charles Smith, Ivan Edwards and Kevin Buie; contingent upon payment of $402.25 within 30 days. [Commission Memo 19-173] Commissioner Austin moved to approve the waiver of interest on three municipal liens for the property located at 939 Historic Goldsboro Blvd., also known as Williams Avenue, contingent upon payment of $402.25 within 30 days. Seconded by Commissioner Wiggins and carried by vote of the Commission as follows: Vice Mayor Woodruff Aye Commissioner Wiggins Aye Commissioner Austin Aye Commissioner Mahany Aye C. Approve Resolution No. 2801, amending the Classification and Pay Plan by adding three (3) additional Full -Time Equivalent (FTE) police officer positions at this time.
