08-12-19 WS MinutesCITY COMMISSION MINUTES AUGUST 12, 2019 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 12, 2019, at 4:30 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Absent: Commissioner Patty Mahany Deputy City Clerk Cathy LoTempio Mayor Triplett called the meeting to order at 4:40 PM. 1. Update on the Multimodal Connectivity Plan, by Ginger Hoke of Neel -Schaffer. Ms. Hoke presented an updated power point presentation on Sanford's Multimodal Connectivity Plan. 2. Update on Performance Management Initiative by Dave Coxwell, Performance Management Coordinator. Mr. Coxwell presented a power point presentation on benchmarking and key performance indicators for the City of Sanford. By comparing the City of Sanford with other cities, this will allow the City to focus on areas of improvement. 3. Update on Development Services Department by Darrel Presley, Executive Director of Development Services. CITY COMMISSION MINUTES AUGUST 12, 2019 WORK SESSION Mr. Presley provided an overview of the Development Services Department. He said that the department went live with a program called Citizen Serve on December 17, 2018. This allows for all applications, permits, Code Enforcement Violations and Business Tax Receipts to be processed online. The Lien Amnesty Program collected: (29) property liens totaling $123,555; municipal liens totaling $9,896; lot mows totaling $9,600 and vacant property registration fees totaling $67,050. Lastly, Breakpoint Law has filed 1,346 cases; paid $113,600 in delinquent fees and has paid $47,200 in fines. The City will receive 50% of the fees and fines paid. 4. Regular Meeting Items A. Modifications to Schedule D, Planned Development Project Regulations by Jordan Smith, Senior Planner. (RM 7.13) Mr. Smith handed out responses from the developers and interested parties for review. Some of the main concerns that staff received is the the required architectural features with a choice of three menu items; revised perimeter landscaping; revised detention and retention ponds (looking for more natural shaped ponds and plant material); and passive and active space requirements (an alternative section was added allowing the Commission to negotiate). After a brief discussion Mayor Triplett asked that this item be continued until the August 26, 2019 Work Session. 5. Continuation of 2020 Budget Discussions A. $500,000 in deferred capital maintenance items. CITY COMMISSION MINUTES AUGUST 12, 2019 WORK SESSION Mr. Bonaparte discussed the capital items that staff compiled as requested by the Commission for maintenance repair items. After a brief discussion the Commission agreed to continue this item until the August 26, 2019 City Commission meeting allowing the Commission time to make site visits to the areas requested. B. Mellonville Facility Chris Smith, Project Manager, will present the Commission with new figures at the August 26, 2019 Work Session. 6. Briefing Items 7. City Manager's Comments Mr. Bonaparte said the August 26, 2019 School Tour begins at 8:15 AM and they will be meeting at Seminole High School. Lunch will be included. Commissioner Austin asked for an update on the parking signage and parking directions. Mr. George said that this is a work in progress. Commissioner Wiggins said the Westside Community Meetings will be starting back up next Thursday at 6:OOPM. Also, he asked the Commission to consider renaming the Westside Boys and Girls Club after Dr. Velma Williams. The Commission tasked him with asking the people in the community for their input.
