09-09-19 WS MinutesCITY COMMISSION MINUTES SEPTEMBER 95 2019 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 9, 2019, at 5:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Art Woodruff Commissioner Kerry S. Wiggins, Sr. Commissioner Patrick Austin Commissioner Patty Mahany City Manager Norton N. Bonaparte, Jr. City Attorney William L. Colbert City Clerk Traci Houchin Deputy City Clerk Cathy LoTempio Mayor Triplett called the meeting to order at 5:10 PM. 1. Discussion re; Modifying Schedule D by Jordan Smith, Senior Planner and Eileen Hinson, Development Services Manager. Mr. Smith and Ms. Hinson handed out information and presented a power point for the revisions requested by staff to Schedule D. Mr. Smith said that by revising Schedule D, this will give City staff a starting point for contractors to follow as the current code has no guidelines. After a brief discussion the Mayor asked for all management staff involved with revising this item to provide a written approval on why the Commission should approve this item at the next City Commission meeting 2. Discussions re: Board Appointments, by Traci Houchin, City Clerk. Ms. Houchin handed out current applications received for open positions on City Boards for the Commission to review. She said most of the applications are from CITY COMMISSION MINUTES SEPTEMBER 99 2019 WORK SESSION people already serving on boards or from people the Commission has already interviewed. She has reached out to Seminole County for their appointments. Commissioner Mahany said that she would like to see Bill McGrew on the Sanford Airport Authority (SAA). Vice Mayor Woodruff would like Board Members to be Sanford residents. Mayor Triplett would like to see more Sanford residents and more diversity. Vice Mayor Woodruff said the Board applicants should be informed of what seats are open. After discussing, the Commission agreed that if applicants interviewed last year, do not need to interview again if they do not want to. Ms. Houchin will schedule the applicants for interviews at the 4:00 PM Work Session on September 23, 2019. 3. Regular Meeting Items — additional information A. Mayfair Clubhouse Conceptual Design Presentation, by Owen. Christopher Smith. (RM 7.C) Owen Christopher Smith, Project Manager, presented a power point presentation on the conceptual design for the Mayfair Clubhouse. Tom George, Deputy City Manager, said the estimated construction cost is approximately $2M. 4. Briefing Items Mr. Presley provided an update on the demolition at 618 San Marcos Avenue from the July 8, 2019 City Commission meeting. He said Mr. Jackson has been in constant communication with Development Services, has satisfied all liens on the property and should be closing on the property soon. 5.
