INTERAGENCY AGREEMENT
WHEREAS, The Orange County Sheriffs Office, hereafter referred to as OCSO, and the
Sanford Police Department, hereafter referred to as SPD, are criminal justice agencies,
formally recognized by the Federal Bureau of Investigation (FBI) and the Florida
Department of Law Enforcement (FDLE); and,
WHEREAS, The OCSO presently has access to the Florida Criminal Justice network
(CJNet), National Crime Information Center (NCIC), the Florida Crime Information Center
(FCIC), and the Interstate Identification Index (111), all hereafter referred to as Criminal
Justice Information (CJI), via network connectivity to the FDLE; and,
WHEREAS, The OCSO has developed the Criminal Research and Investigative Gathering
application, hereafter referred to as CRAIG, which searches multiple data sources for
information that may include CJI and Personally Identifiable Information (PII) data, for
investigative use in the administration of criminal justice; and,
WHEREAS, The SPD wishes to access the CRAIG application, which may provide data
containing CJI and P11, for investigative use in the administration of criminal justice;
NOW THEREFORE, The parties agree as follows,
1. The SPD shall be entitled to use, through agents and employees of the OCSO, the
CRAIG application provided via the OCSO.
2. The SPD agrees to abide by all applicable local, state, and federal laws, rules and
regulations, as well as the FBI CJIS Security Policy and rules and regulations of FCIC, with
regards to the use of CRAIG.
3. The SPD agrees to abide by all the terms and conditions of the Criminal Justice User
Agreement executed between the FDLE and the OCSO,. dated January 10, 2019, a copy of
which will be provided.
4. The SPD agrees that it shall make use of CRAIG solely for the administration of criminal
justice as defined in 943.045(2), F.S.
5. The OCSO agrees to allow SPD access to the Criminal Research and Information Gathering
(CRAIG) application for investigative use for criminal justice purposes.
6. To the extent provided by the laws of Florida, the SPD agrees to be responsible for
the violations, negligent acts or omissions of its personnel arising out of or involving any
information contained in, received from, entered into or accessed through CRAIG.
7. Either party may terminate this agreement upon thirty (30) days written notice, except
that the OCSO may terminate this agreement immediately and without notice upon finding
that the SPD has violated the terms of this agreement.
8. This agreement constitutes the entire agreement of the parties and may not be modified
as amended without written agreement executed by both parties.
