Approve the procurement activity relating to SSI Lubricants, LLC for the purchase of diesel fuel and delivery in an amount not to exceed $79,762. D. Approve Computer Aided Dispatch (CAD) Mobile Services Interlocal Agreement between the City of Sanford and Seminole County. E. Approve procurement to Municipal Emergency Services, Inc. for protective clothing and equipment in an amount not to exceed $90,000. F. Approve the payment in an amount of $111,993.64 to Superion (H.T.E.) to maintain the City's annual software support and maintenance agreement. G. Authorize the Police Department to continue leasing 17 unmarked vehicles for use by the Department's investigators in an amount not to exceed $87,596. Authorize the Police Department to expend $107,000 of budgeted FY 2020 Capital Funding for cleaning the Public Safety Complex's HVAC duct work. I. Award Bid #IFB 18/19-05 to Clarke Environmental Mosquito Management, Inc. and approve the associated procurement in an amount not to exceed $115,000. J. Approve a purchase order to Shelly's Septic Tank, Inc. in an amount not to exceed $150,000 for treatment and disposal of the City's biosolids. K. Approve a purchase order to Harcros Chemicals Inc. in an amount not to exceed $110,000 for polymer and coagulant chemicals for the City's wastewater treatment facilities. L. Approve a purchase order in an amount not to exceed $60,000 to the Cathedral Corporation for utility bill mailing. M. Approve a purchase order for sodium hypochlorite (liquid chlorine) from Odyssey Manufacturing Company in the estimated amount of $215,000. N. Approve the purchase order with CDM Smith for consulting services related to Aquifer Storage and Recovery (ASR) permitting and testing in an amount not to exceed $74,980. O. Approve the purchase order (#36601) to Rowe Drilling Company in an amount not to exceed $61,927 for the additional work needed. P. Approve the special event permit, noise permit and closure of Magnolia Square, the municipal lot and the necessary street closures for the `Spooky Hollow' event on Thursday, October 31, 2019. R. Approve the special event permit, alcohol permit, noise permit and street closures for the `327K Fun Walk' on Saturday, November 16, 2019. S. Approve the special event permit, noise permit and the necessary street closures for `Christmas in the Square and Tree Lighting Ceremony' on Friday, December 6, 2019. T. Approve the special event permit, noise permit and the necessary street closures for the `Parade of Lights' on Saturday, December 14, 2019. U. Approve the special event permit for the `TNT Firework Sales' event from Thursday, December 26, 2019 through Sunday, January 5, 2020 in the parking lot of Walmart Store #857 located at 3653 Orlando Drive, Sanford. The hearings will be held on October 28 and November 18,° 2019. Mr. Bonaparte asked the Commission to consider a request received by Amalia Malagon for emergency water service. The property is located at 3320 Sanford Avenue. Vice Mayor Woodruff moved to approve the request for water service only.
