10-28-19 RM MinutesCITY COMMISSION MINUTES OCTOBER 28, 2019 REGULAR MEETING The City Commission of the City of Sanford, Florida, met in Regular Meeting on Monday, October 28, 2019, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North Park Avenue, Sanford, Florida. Approve the procurement to Action Gator Tires in an amount not to exceed $100,000. B. Approve the procurement to Motorola Solutions, Inc. in an amount not to exceed $130,000 for the purchase of 25 replacement radios. D. Approve procurement to Ten -8 Fire Equipment Company for repair and maintenance of Fire -Rescue vehicles and apparatus in an amount not to exceed $170,000 and authorize the City Manager to approve additional increases as wows -1 E. Approve procurement to Alan Jay Fleet Sales for the purchase of four (4) replacement vehicles in an amount not to exceed $185,000 for the Fire Department. F. Approve the piggyback agreement and purchase order to Raftelis Financial Consulting, Inc. in an amount not to exceed $109,550 for strategic planning in the Public Works and Utilities Department. (WS 3.C) I. Approve the license agreement providing for the memorialization of access through the City cemetery property to private property owned by Mr. Warren H. Wright. (WS 3.A) J. Approve the special event permit with the use of the municipal parking lot for the `3`d Annual Jingle Jam' on Saturday, December 7, 2019. K. Approve the special event permit, noise permit and street closures for the `Martin Luther King, Jr. Parade and Festival in the Park' on Saturday, February 15, 2020. L. Approve the special event permit, alcohol permit, noise permit and street closures for the `6th Annual Sanford Mardi Gras' on Saturday, February 15, 2020. M. Approve the special event permit, alcohol permit, noise permit and street closures for the `9th Annual Pints & Paws Craft Beer Festival' on Saturday, March 21, 2020. N. Approve the award of RFP 18/19-48 to RTR Financial Services to perform debt collection services for the City. O. Second Reading of Ordinance No. 2019-4524, rezoning 12.37 acres to establish standards for a PD, Planned Development for a proposed Multiple Family Residential Development with a commercial outparcel at 2901 W 1St Street; Owner, Transit Properties, LLC; Ad published October 16, 2019. [Commission Memo 19- 233] Vice Mayor Woodruff moved to adopt Ordinance No. 2019-4524 with the following conditions: removing #15 on the PD Plan, including 10' landscape buffer on the west side, attaching the Concept Plan and any major deviations must come back to the Commission for approval.
