ORDINANCE NO. 3532
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING
ORDINANCE NO. 3361, AND ITS AMENDMENTS, AND ADOPTING AN
AMENDED CLASSIFICATION AND PAY PLAN EFFECTIVE FEBRUARY 14,
2000; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Sanford, Florida, deems it necessary to
amend the existing Classification & Pay Plan to provide authorization and establishment of the
following additional positions authorized in the approved FY 99/00 Budget; one (1) "Planner" position
in the Engineering & Planning Department; one (1) "Fire Training Officer" position in the Fire
Administration Division; one (1) "Pool Supervisor" position and one (1) "Maintenance Worker II"
position in the Recreation & ParksIYouth Activities Division; one (1) "Maintenance Worker I" position
in the Recreation & Parks/Grounds Maintenance Division; one (1) "Code Compliance Inspector"
position in the Community Development Department; three (3) "Community Service Officer"
positions, (2) Crime Scene Technician positions in the Police Department Investigation Division
funded by the "COPS MORE" Grant Program to be authorized concurrent with and contingent upon
continued grant funding; and to authorize the reclassification and regrade of one (1) "Land
Development Coordinator" position Grade Level 18 to "Land Development Manager" Grade Level
20; one (1) "Graphics Draftsperson" position Grade Level 12 to "GIS Technician" Grade Level 13;
one (1) "Associate Planner" position Grade Level 16 to "Senior Planner" Grade Level 18 in the
Planning & Engineering Department; one (1) "Inventory Control Clerk" position Grade Level 5 to
"Fiscal Assistant" Grade Level 9; three (3) "Account Clerk I" positions Grade Level 6 to "Fiscal
Assistant" Grade Level 9; one (1) "Chief Accountant" position Grade Level 22 to "Deputy Finance
Director" Grade Level 24 in the Finance Department; one (1) "Sign Technician" position Grade Level
8 to "SignlTraffic Signal Coordinator" Grade Level 14 in the Public Works Department; one (1) "Utility
Plant Superintendent" position Grade Level 18 to "Facilities Operations Coordinator" Grade Level
20; one (1) "Utility Projects Coordinator" position Grade Level 19 to "Utility Projects Administrator"
Grade Level 20 in the Utilities Department; one (1) "Code Enforcement Licensing Specialist" position
Grade Level 10 to "Code Enforcement Licensing Manager" Grade 18 in the Community Development
Department; and to authorize the regrade of one (1) "Deputy City Manager" position from Grade
Level 25 to 27; one (1) "City Clerk" position from Grade Level 19 to 20; two (2) "Deputy City Clerk"
positions from Grade Level 11 to 13 in the City Manager's Office; one (1) "Engineering Assistant"
position from Grade Level 14 to 17; one (1) "City Engineer" position from Grade Level 23 to 24 in the
Engineering & Planning Department; one (1) "Building Official" position from Grade Level 19 to 24;
one (1) "Contracts Coordinator" position from Grade Level 12 to 15; in the Community Development
Department; eleven (11) "Police Sergeant" positions from Grade Level 17 to 18; six (6) "Community
Service Officer" positions from Grade Level 6 to 8 in the Police Department; three (3) "Battalion
Chief" positions from Grade Level 21 to 22 in the Fire Department; one (1) "Solid Waste Coordinator"
position from Grade Level 15 to 16; two (2) "Foreman" positions from Grade Level 11 to 12; one (1)
"Customer Service Rep. I" position from Grade Level 5 to 6 in the Public Works Department; five (5)
"Customer Service Rep. I" positions from Grade Level 5 to 6; one (1) "Utility Plant Maintenance
Supervisor" position from Grade Level 14 to 17; one (1) "Water Plant Supervisor" position from
Grade Level 12 to 17; four (4) "Foreman" positions from Grade Level 11 to 12; one (1) "Utility
Engineer" position from Grade Level 18 to 20 in the Utilities Department; and to authorize the reclass
of one (1) "Administrative Aide" position to "Commission Liaison" in the City Manager's Office; two
(2) "Account Clerk (I" positions to "Fiscal Assistant"; one (1) "Lead Account Technician" position to
"Accountant"; one (1) "Administrative Services Chief' position to "Finance Manager" in the Finance
Department; and to authorize the % Secretary position in the City Clerk's Office be transferred and
combined with the % Secretary position in the City Manager's Office creating one Secretary position
in the City Manager's Office; and to authorize the addition of Mayor/City Commission to the
Authorized positions and to place the positions of City Manager, City Clerk and Commission Liaison
under same; and to authorize abolishment of the Administrative Services Division and creating a
Data Processing Division and to authorize the transfer of the following positions within the Finance
Department; one (1) Deputy Finance Director from Accounting Division to Director's Office; one (1)

Finance Manager, one (1) Fiscal Assistant, one (1) Purchasing Agent from Administrative Services
Division to Accounting Division; one (1) Data Processing Manager, one (1) Systems Analyst, one (1)
Computer Operator from Director's Office to Data Processing Division;
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD,
FLORIDA:
SECTION 1: The City Commission adopts statements above as if fully set forth herein.
SECTION 2: That the terms of Ordinance No. 3361 and its amendments are hereby
amended.
SECTION 3: That Ordinance No. 3361 and its amendments be and the same are hereby
amended to provide that the revisions to the Classification & Pay Plan attached hereto as Exhibit "A"
are incorporated herein by reference and are made part of this Ordinance as fully and completely
as though it was fully set forth herein.
SECTION 4: SEVERABILITY. If any section or portion of a section of this ordinance proves
to be invalid, unlawful or unconstitutional, it shall not be held to impair the validity, force or effect of
any other section or part of this ordinance.
SECTION 4: CONFLICTS. That all ordinances or parts of ordinances in conflict herewith be
and the same are hereby revoked.
SECTION 5: EFFECTIVE DATE. That this ordinance shall become effective February
14, 2000. However, the implementation and applicability of this "Classification & Pay Plan" as it
relates to employees covered by collective bargaining agreements is subject to the provisions of said
collective bargaining agreement.

Interlocal Agreement between City of Sanford and Sanford Airport Authority.
